Summary

The SVP , Regional Planning is responsible for shap ing the long-term vision of the MTA and its role in advancing regional mobility and economic vitality. It drives planning that integrates strategic priorities into the future of the transportation network. The role leads a multidisciplinary team to anticipate regional growth , develop transformative opportunities , and guide investments that enhance connectivity, capacity, and adaptability .

Using economic, demographic , land use, and travel trends , t h is position ensures that MTA’s planning not only aligns with regional priorities but also positions the agency as a proactive force in shaping the future of transportation .

Responsibilities
  • Develop and champion major regional investments through the MTA Capital Planning process, ensuring alignment with long-term land use and travel behavior trends.
  • Foster innovation in data collection and analysis, leveraging big data, real-time travel behavior insights, and open data partnerships to inform planning decisions. Plan for emerging trends, such as climate change, automation, and population shifts.
  • Shape and manage pre-design and early project development , ensuring that strategic priorities are embedded in the earliest stages of planning for major projects that will transform the transportation landscape.
  • Create and maintain advanced planning tools and models to evaluate long-term regional transportation needs and test investment strategies against future scenarios.
  • Coordinate across agencies and jurisdictions to align MTA’s strategic priorities with regional , state, and federal planning frameworks , ensuring a unified approach to growth and investment .
  • Analyze agency-wide planning needs and develop strategies to address these needs for projects that are comprehensive in scope and projected to cost billions of dollars.
  • Conduct studies as needed to identify, analyze, and prioritize potential projects that expand capacity, reliability, reach, economic impact, and resiliency of the MTA network.
  • Communicate MTA ’s vision and planning priorities effectively to regional stakeholders, including other planning agencies, elected officials, advocacy organizations, and the public.
  • Represent MTA as a thought leader in regional and national forums on transportation planning, sustainability, and technology integration, positioning MTA at the forefront of industry best practices .
  • Supervise and mentor planning staff performing technical work such as modeling, project planning studies, environmental reviews, and origin and destination analysis (through survey and other data sources). Sponsor new means and methods of data collection and analysis to support multiple long-range planning needs.
  • Ensure compliance with federal and state planning requirements, maintaining eligibility for capital funding and advancing projects through environmental review, acquisitions, conceptual design and permitting processes.
Education and Experience

A Master’s degree in planning, transportation engineering, or a related field.

A minimum of 15 years of experience in progressively responsible transportation planning and/or transportation engineering working in a consulting and or public agency responsible for planning and or delivering rail, bus, and or highway service to the public.

A minimum of ten years of senior management experience hiring and developing staff, creating work/business plans with little to no leadership guidance.
