Water Resources Management Market Sector Leader

With a focus on the “One Water” concept, you will collaborate across stormwater, wastewater, recycled water, drinking water, and environmental markets to support public health, environmental sustainability, and infrastructure resilience.

Primary Responsibilities

Primary responsibilities include advancing business development strategies, developing and pursuing new clients and projects, client management, project management for key projects, technical input on projects, and staff development.

Water Resources Marketing & Strategy
  • Develop and drive a long‑range vision and strategy for HDR’s NY/NJ Water Resources Market Sector disciplines.
  • Identify, develop, and implement Water Resources initiatives for the marketplace.
  • Collaborate with technical and marketing staff in pursuing new projects and lead key pursuits.
  • Work cooperatively with National Directors and marketing staff on local and national efforts.
  • Lead HDR’s Water Resources branding in the NY/NJ area by engaging in professional organizations.
  • Develop relationships with industry counterparts and senior leadership in key client organizations.
Staff Development
  • Coordinate staffing/recruiting plans for key hires and support technical or project management hires.
  • Identify technical gaps and support talent management and recruiting.
  • Manage and develop multidisciplinary teams and supervise senior engineers.
  • Mentor staff and support development of technical experts.
Operations Leadership
  • Support project staffing and resourcing decisions, workload, and MS utilization.
  • Coordinate Market Sector services with Business Class Leaders.
  • Collaborate on business class efforts with area operations, marketing, and project managers.
Project Delivery
  • Participate in project delivery through planning, design, and construction phases, including project management.
  • Serve as Principal in Charge, Project Director, Project Manager, Technical Lead, or Quality Manager on projects.
  • Lead development and review of scopes of work, fee estimates, risk identification, and schedules.
  • Assist with contract review, ensure risk management, quality reviews, and resolution of claims.
  • Integrate best technology and solutions into project delivery and conduct QA/QC reviews.
Preferred Qualifications
  • Strong communication and listening skills.
  • Ability to handle multiple assignments.
  • Good leadership and organizational skills.
  • Existing municipal, state, and federal relationships to drive growth.
  • 10+ years water resources leadership experience, including staff supervisory experience.
  • Professional Engineer licensed in NY or NJ, or ability to obtain license via reciprocity.
  • Preference for local candidates.
Required Qualifications
  • Bachelor’s Degree in engineering, planning, or a related field.
  • Minimum of 10 years industry experience.
  • Experience in development and management of strategic marketing programs for planning and/or engineering services.
  • Experience managing client relationships and program/prospect pursuits.
  • Experience with overall staff development (recruiting, career path, professional growth).
  • Experience with industry associations and a visible market sector profile.
  • Ability to work cooperatively with cross‑functional leaders and managers.
  • Demonstrated commitment to HDR values and active participation in employee‑owned culture.
