Overview

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. The Bureau of Engineering Design & Construction (BEDC) oversees a portfolio of capital projects and a multi-year commitment plan to support DEP’s water supply system and its critical infrastructure.

The Water System Capital Program (WSCP) oversees planning, design, construction management, and construction to support upgrading and state of good repair of the Bureau of Water Supply’s infrastructure. BEDC delivers a substantial multibillion dollar capital program to provide for new infrastructure as well as reconstruction of existing assets across DEP’s network of facilities throughout New York City and its watershed.

Responsibilities
  • Serve as Administrative Engineer M2 and Accountable Manager (AM) for the WSCP, supporting upstate projects located at Hillview Reservoir (HVR) and Jerome Park Reservoir.
  • Be assigned as the accountable manager during the construction phase of projects HVR-210:
    Hillview Reservoir Chemical Addition Facilities and HVR-230:
    Hillview Reservoir Facility and Flow-Control Improvements.
  • Plan, coordinate, and direct the design and construction of projects in the NYC drinking water supply watershed, ensuring achievement of goals and milestones.
  • Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule for successful project completion.
  • Provide day-to-day guidance and oversight of staff, approve time and leave, evaluate personnel, and determine staffing requirements for program implementation.
  • Ensure environmental health & safety is incorporated throughout the project lifecycle and focus on client service to operating Bureaus.
  • Implement project delivery procedures and coordinate with Bureau support divisions (Schedule & Cost, Permit Resource Division, Sustainability, Contracts Support, etc.).
  • Be a hands-on project manager, communicate and coordinate with Agency Bureaus, City Agencies, and stakeholders; focus on issue resolution and risk mitigation; manage project quality and staffing; monitor key performance indicators (scope, schedule, budget, other metrics).
Qualifications
  • Minimum qualifications:

    A valid New York State Professional Engineer license and six (6) years of full-time satisfactory engineering or related experience, with at least two (2) years in an executive, managerial, or administrative capacity.
  • Preferred skills include project management of large capital contracts, critical thinking and independent data analysis, excellent oral and written communication, understanding of codes and standards.
  • Ability to operate a vehicle for site visits, equipment testing, inspections, and meetings; possession of a valid NYS driver’s license may be required.
  • Knowledge of Microsoft Office Suite and Microsoft Project.
