Portfolio Manager
The New York City Department of Environmental Protection (NYC DEP) is hiring a Portfolio Manager for its Water System Capital Program (WSCP). The role involves overseeing planning, design, construction management, and construction of capital projects that support the reliability and integrity of the city’s water supply system.
OverviewNYC DEP provides high‑quality drinking water, manages wastewater and stormwater, and reduces pollution for New Yorkers. The Bureau of Engineering Design & Construction (BEDC) administers a multibillion‑dollar portfolio of capital projects across the city’s watershed. As Portfolio Manager, you will report directly to the Director of the Water System Capital Program and coordinate among operating bureaus, consultants, contractors, and various city agencies to ensure projects are completed on time, within budget, and in compliance with all regulatory requirements.
Responsibilities- Direct and oversee the activities of Accountable Managers responsible for individual project delivery of capital projects.
- Conduct routine project reviews to ensure compliance with the Bureau Project Delivery System.
- Determine manpower requirements and resource allocation for the program portfolio.
- Resolve project issues promptly and represent BEDC in meetings with client bureaus, city agencies, elected officials, regulatory agencies, and the public.
- Implement BEDC Environmental Health and Safety (EH&S) standards and Standard Operating Procedures.
- Manage large complex capital projects including dam rehabilitation, tunnel rehabilitation, water distribution systems, bridge and roadway reconstruction, valve chamber reconstruction, dredging, environmental remediation, wetlands construction, and building construction and renovation.
- Managerial training and/or extensive managerial experience, including conflict resolution.
- Excellent oral and written communication skills for both technical and non‑technical audiences.
- Comfortable working with developing staff as well as agency senior staff.
- In‑depth knowledge of city, state, and federal environmental requirements for water, wastewater, combined sewer overflow (CSO), landfill remediation, and hazardous materials.
- Experience delivering large complex projects requiring expert engineering/construction background.
- Experience leading staff to achieve objectives under difficult conditions.
- Valid New York State Professional Engineer license.
- Six (6) years of full‑time, satisfactory experience in chemical, civil, electrical, environmental, mechanical engineering, or plan‑examining work.
- At least two (2) years of experience in an executive, managerial, or administrative capacity.
