Position Overview

To be considered for this position, the candidate must be serving permanently in the title of Associate Project Manager or be reachable on পথ the civil service list for Associate Project Manager. The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City.

Its responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Traffic Engineering and Planning Unit (TEP) conducts, reviews, and approves transportation engineering and planning studies, analyses and methodologies, including transportation planning assumptions for Environmental Impact Statements, Traffic & Transportation Studies, and Projects. These relate to every aspect of traffic operations and planning from curb‑cuts to area‑wide studies.

Responsibilities
  • Serve as Assistant Civil Engineer, working with a multi‑disciplinary team inသာ designing and implementing complex transportation planning, safety, and engineering projects.
  • Undertake the York Avenue Transportation Study to support the NYMTC Plan 2050 RTP vision, focusing on congestion along York Avenue in close proximity to the FDR Drive.

  • Develop a clear understanding of trade‑offs involved with potential improvements and inform decision‑makers how selected recommendations may affect one another and what cumulative benefits and/or impacts they may have on the Central Business District tolling program and the transportation network as a whole.
  • Develop early improvement measures that can be implemented within a short period of time to address safety and mobility of all street users, including walking and biking, transit‑oriented development, complete streets, parking and curb management, and other long‑term sustainable land‑use strategies that support passenger and goods movement.
  • Identify strategies to efficiently manage limited roadway capacity to mitigate congestion and vehicular emissions and improve traffic flow and circulation to/from the FDR Drive.
  • Assist senior staff Checked environmental studies under CEQR/SEQR/NEPA processes using the CEQR Technical Manual; conduct traffic operation and safety studies following the Department’s supplemental guidance on levels of service analyses for signalized/unsignalized intersections and pedestrian elements, using analysis tools such as Highway Capacity Software (HCS), Synchro/Sim Traffic, Aimsun, VISSIM, etc., to develop and test improvement measures to ameliorate congestion, improve mobility, and enhance safety of all street users';
