Overview

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the city.

The Bureau of Customer Services (BCS) oversees the production and collection of water and sewer bills along with all the work required to maintain our citywide network of meters and meter reading devices. BCS serves approximately 836,000 customers and collects over $4.5 billion in revenue each year.

The Bureau of Customer Services is seeking two candidates to serve as Environmental Health and Safety Officers for the Staten Island and Brooklyn Inspection Units. Under the direction of the Chief Inspector and Environmental Health & Safety (EH&S) Office, the selected candidate will promote a workplace free from safety hazards, and ensure that employees adhere to, and comply with, environmental, health and safety (EH&S) laws, rules and regulations, and policies, standards and procedures outlined in the DEP Employee Environmental, Health and Safety handbook and the EH&S Field Safety Guidelines Manual.

Responsibilities

Develop, update and implement the standard operating procedures for the EH&S Safety Guidelines Manual to ensure compliance. Candidate will conduct in‑service training programs concerning EH&S Safety Guidelines. Plan and direct EH&S program and enforce the rules and regulations of the agency’s EH&S program. Maintain and track EH&S safety violations and complaints in the database.

Coordinate vehicle assignments and repairs for the unit. Candidate will also be responsible for reviewing, monitoring and correcting reports of subordinates and demonstrate technical knowledge and skills relating to inspecting, testing, repairing, replacing and installing water meters and meter tracking units. Serve as in‑house resource to field/borough locations to support bureau and agency environmental, health & safety compliance and assist the BCS EH&S Coordinator in conducting health and safety assessments.

Candidate may direct borough wide Water Use Inspection program by assigning, supervising, counseling and evaluating the work of inspectors; advise plumbers, engineers, contractors and others about Department rules and regulations relating to the installation and operation of water use devices; and interview customers in reference to complaints of water waste, contaminated water and faulty pressure.

May be required to work in the field with staff to determine that all EH&S protocols are followed as specified by DEP. Provide oversight, instruction and records for all staff to be trained as needed in the proper maintenance and use of safety equipment. Additionally, the selected candidates will direct staff or will directly serve any warnings or violations when there is a safety issue discovered during all assignments.

Must assist as safety officer or as one of a group of safety officers during emergency situations or on special assignments as part of an EH&S response team during regular, extended or weekend hours. Responsible for oversight of staff during these assignments to ensure EH&S issues are addressed and adhered to as designated by DEP rules.
