The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high‑quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

The Bureau of Environmental Planning and Analysis (BEPA) is responsible for conducting environmental reviews for DEP in accordance with all applicable City Environmental Quality Review (CEQR) and State Environmental Quality Review (SEQR) regulations. In addition, this office provides technical assistance to other City agencies especially in the areas of air quality, noise, hazardous materials and infrastructure.

The BEPA team seeks to hire one City Research Scientist III for the Environmental Impact Analysis & Technical Review section located in Queens, NY. With wide latitude for the exercise of independent judgment and initiative, the selected candidate will work as a Senior Project Manager, directing, managing, and evaluating environmental impact analyses related to population growth and development for stormwater, wastewater and water supply systems and other DEP initiatives.

Responsibilities
  • Direct, manage, and supervise technical staff in the conduct of environmental assessments in accordance with discretionary actions related to decision making for land use.
  • Manage and evaluate complex environmental issues, perform scientific and applied research, and develop planning reports to facilitate the administration’s goals.
  • Evaluate stormwater, wastewater and water supply capacity needs and mitigation, including leading Master Planning and Strategic Initiatives.
  • Track and analyze population density and development trends associated with sewer and wastewater treatment infrastructure capacity and pollutant loadings; assess impact on New York Harbor water quality.
  • Support city‑wide infrastructure initiatives, including targeted capital upgrades, operations adjustments, appropriate sewer system connections, resiliency projects, and ongoing regulatory compliance for rezoned areas.
  • Develop findings and recommendations for upper management; coordinate environmental review cases among DEP Bureaus and other agency partners.
  • Perform initial environmental studies including evaluating related scientific literature, provide information to the public on environmental review and land use procedures, and perform related duties as required.
  • Interpret and explain legal, technical and procedural aspects of environmental review to the public and prepare technical reports and correspondence.
Minimum Qualifications
  • For Assignment Level I (only physical, biological and environmental sciences and public health) a master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have either:
  • A doctorate degree with specialization in an appropriate field of physical, biological, environmental or social science and one year of full‑time experience in a responsible supervisory, administrative or research capacity; or
  • A master’s degree with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full‑time research experience; or
  • Education and/or experience equivalent to options 1 or 2 above but all candidates must have at least a master’s degree and at least two years of experience described in option 2.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in options 1 and 2.
