Position: ACCOUNTABLE MANAGER

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees.

DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35 B, and another $13.6 B projected over the next 10‑year commitment plan. The projects BEDC implements allow DEP to continue to operate and maintain an exemplary water supply system.

We are hiring a Mechanical Engineer 2 to serve as an Accountable Manager (AM) for the Water System Capital Program (WSCP). Under general supervision the selected candidate will oversee and support the design and construction of WSCP projects, including dams and in‑house construction projects such as the reconstruction of Baptist Church Road Bridge, dam refacing at Cross River and Croton Falls, and design support for various dams within the portfolio.

The AM will be responsible for ensuring the achievement of project goals and milestones, ensuring that all schedules, reports, and work products conform to the scope of work. The AM will prepare, negotiate, and process contract modifications for scope, cost, and schedule. The AM will provide day‑to‑day guidance and oversight of staff, motivate employees, approve time and leave, evaluate staff performance and staffing requirements, and ensure environmental health & safety is integrated throughout the project lifecycle.

The AM must be a “hands‑on” project manager capable of quickly recognizing project needs and providing sustained effort to see the project through from conception to completion. The AM will ensure seamless communication/coordination with Agency Bureaus, other City Agencies, and key stakeholders, manage risk mitigation, and maintain project quality throughout the lifecycle. Continuous monitoring of key performance indicators with respect to scope, schedule, budget, and other project metrics is required.

  • Excellent oral and written communication skills
  • Understanding of codes and standards
  • Possession of a valid NYS driver’s license (may be required for site visits, equipment testing, inspections, and stakeholder meetings)
  • Knowledge of Microsoft Office Suite (e.g., Word, Excel) and Microsoft Project

Minimum Qualifications

  • Four (4) years of full‑time, satisfactory experience in mechanical engineering work.
  • A valid New York State Professional Engineer’s License (current registration must be maintained for the duration of employment).

Advanced experience in complex project leadership, related to design or construction, is required for assignment levels II and III.

Residency Requirement:
New York City residency is not required for this position.
