Position: CIVIL ENGINEERING TECHNICIAN
Location: Lake Mohegan

The purpose of the class is to perform a variety of routine-to-complex technical engineering and administrative work in support of the planning, design, construction and maintenance of County public works projects; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.

ESSENTIAL JOB FUNCTIONS
  • Prepares engineering construction plans for public works and utility projects as assigned.
  • Conducts technical review of proposed development plans as well as the approval for the start of construction; continuous contact with owners and engineers throughout the process; informs them of deficiencies and deadlines to complete repairs; and attends various related meetings to discuss projects.
  • Prepares and updates County maps, plats, drawings and blueprints as necessary, using both manual and computer-assisted methods.
  • Establishes and maintains geographic information system (GIS) to show locations of all sewer lines, manholes, pump stations, force mains and the connectivity of all properties being served; converts data for input into GIS system.
  • Collects, compiles and analyzes information for the preparation of maps and drawings.
  • Performs Stormwater Pollution Prevention Plan inspections on construction sites and public facilities; issues corrective action as needed to ensure compliance with County regulations.
  • Evaluates individual properties within the County; updates individual fee requirements in the County's computer system.
  • Reviews and approves Encroachment Applications and Erosion Prevention and Sediment Control (EPSC) Forms/Stormwater Construction Applications.
  • Monitors and evaluates the condition of County roads as well as make recommendations on their repair/replacement priority; collects data on specific roads to determine future development requirements (repair, expansion, vehicle type restriction, etc.).
  • Reviews accuracy of bond estimates to cover completion of drainage and infrastructure cost in new developments.
  • Inspects, evaluates and approves new roads and infrastructure to be accepted into County maintenance.
  • Researches, compiles and analyzes data for special studies, reports and presentations.
  • Updates and maintains Material Safety Data Sheets for department reference.
  • Obtains quotes for project equipment and materials.
  • Prepares and maintains accurate and complete work records and reports as required; retrieves as needed.
  • Assists in coordinating department activities and functions with those of other County divisions, departments, municipalities, developers, contractors, property owners and outside agencies as appropriate.
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
  • Represents the County at various meetings and functions as requested.
  • Coordinates various special meetings and events as assigned.
  • During an emergency event, on-call following a major natural disaster as assigned; assesses post storm damage assessment to obtain Federal Emergency Management Agency (FEMA) reimbursement for work following a natural disaster.
  • Performs general administrative/clerical work as required including, but not limited to, copying and filing documents, entering and retrieving computer data, preparing spreadsheets, maintaining various lists and logs, answering the telephone, etc.
  • Attends training, meetings, conferences, seminars, etc., as appropriate, to enhance job knowledge and skills.
  • Performs other related job duties as assigned.
Education and Experience

Associate degree with emphasis in engineering, engineering technology, computer-assisting mapping or drafting, or a closely related field.

Requires at least three (3) years of related work experience.

Special Qualifications

Must possess a valid state driver's license.

Must obtain Certified Erosion Prevention and Sediment Control Inspector (CEPSCI) within 6 months of hire date.

Must obtain Post-Construction BMP Inspector Certification within 1 year of hire date.
