The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

Within the Bureau of Engineering Design & Construction (BEDC), the Water System Capital Program (WSCP) oversees planning, design, construction management, and construction to support the upgrading and state-of-good-repair of the Bureau of Water Supply’s critical infrastructure. BEDC delivers a substantial multibillion-dollar capital program to provide new infrastructure and reconstruct existing assets throughout New York City and its watershed.

Responsibilities
  • Oversee and support the design and construction of WSCP projects for various dams and in-house construction projects, such as the reconstruction of Baptist Church Road Bridge, Dam Refacing at Cross River and Croton Falls, and design support for various dams within the portfolio.
  • Ensure the achievement of project goals and milestones, and verify that schedules, reports, and work products conform to the scope of work.
  • Prepare, negotiate, and process appropriate modifications to consultant and/or construction contract scope, cost, and schedule for successful project completion.
  • Provide day‑to‑day guidance and oversight of subordinates’ work assignments, motivate employees, approve time and leave, evaluate staff members, and determine staffing requirements for program implementation.
  • Ensure that environmental health & safety is incorporated throughout the project lifecycle and maintain focus on client service to the operating bureaus.
  • Implement all project delivery procedures and coordinate with all Bureau support divisions, including the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc.
  • Manage communication and coordination with Agency bureaus, other City Agencies, and key stakeholders to resolve issues and mitigate risk.
  • Monitor key performance indicators regarding scope, schedule, budget, and other project performance metrics.
Minimum Qualifications
  • Four (4) years of full-time, satisfactory experience in chemical engineering work.
  • A valid New York State Professional Engineer’s License; registration must be maintained for the duration of employment.
  • Master’s degree in chemical engineering from an accredited college may substitute one year of the required experience.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Levels II and III).
Preferred Skills
  • Project management of large capital contracts.
  • Critical thinking and effective independent data analysis.
  • Excellent oral and written communication skills.
  • Understanding of codes and standards.
  • Possession of a valid NYS driver’s license; operation of a motor vehicle may be required for site visits and meetings.
  • Knowledge of Microsoft Office Suite (Word, Excel) and Microsoft Project.
