The New York State Energy Research and Development Authority (NYSERDA) owns the 3,300-acre Western New York Nuclear Service Center (West Valley site) in the Town of Ashford, NY. The Center was the location of a spent nuclear fuel reprocessing operation in the 1960s and 1970s that resulted in contaminated buildings, below‑ground tanks, soil, sediment, and groundwater. In 1980, Congress directed the U.S. Department of Energy, in cooperation with NYSERDA, to conduct the West Valley Demonstration Project to solidify the site’s high‑level radioactive waste and decontaminate and decommission the Center.

NYSERDA’s eleven‑member team at West Valley represents NYSERDA’s interests in the Demonstration Project and directly manages the State‑Licensed Disposal Area. NYSERDA also manages the Retained Premises, a largely undeveloped portion of the Center with low levels of environmental contamination.

Job Overview

The West Valley Site Management Program seeks a qualified Project Manager/Radiation Safety Officer (RSO) to advance NYSERDA’s work at the site, implementing the Radiation Safety Programs for the State‑Licensed Disposal Area and Retained Premises. The role manages projects and contracts, conducts document reviews, and performs work to protect the health and safety of workers, the public, and the environment while safeguarding NYSERDA’s interests.

This will be an independent contributor role.

Primary Responsibilities

The primary responsibility is to implement the Radiation Protection Programs for:

  • The State‑Licensed Disposal Area, a 15‑acre, 1960s‑era, shut‑down radioactive waste disposal facility under a Type A broad‑scope Radioactive Materials License (RML) under 10 NYCRR Part 16 and 12 NYCRR Part 38.
  • The Retained Premises, a largely undeveloped 3,100‑acre tract licensed under 10 CFR Part 50 as part of a 1960s license for a Production (Reprocessing) Facility, now being decontaminated, demolished, and decommissioned by the U.S. Department of Energy’s West Valley Demonstration Project.

Additional responsibilities include:

  • Preparing Radiation Safety Hazard Evaluations to identify necessary radiation work controls, including PPE, dosimetry, bioassays, respiratory protection, and engineering and administrative controls, ensuring compliance with state and federal regulations and ALARA principles.
  • Performing independent health physics calculations to determine the need for dosimetry, task‑specific monitoring, respiratory protection, or engineering controls.
  • Coordinating and supervising contractor personnel performing radiological work.
  • Conducting all responsibilities with respect, fairness, consistency, and inclusion.
  • Performing other duties as assigned.
Minimum Qualifications
  • Five (5) years of experience as a Project Manager/RSO or in an equivalent role.
  • Bachelor’s Degree plus formal training in radiation safety and radiation protection.
  • Demonstrated strong technical writing abilities.
  • One year of project management experience.
  • Ability to work outdoors, potentially in inclement weather, including walking on slopes and uneven surfaces.
  • Strong problem‑solving, analytical, and reasoning ability.
  • Understanding of regulatory, security, health, and safety requirements found at a radiological site.
Preferred Qualifications
  • Master’s Degree plus formal training in radiation safety and radiation protection.
  • Four (4) years of experience as a Project Manager/RSO or in an equivalent role.
  • Experience with Chemistry and RCRA regulations.
Additional Qualifications
  • West Valley Demonstration Project (WVDP) experience is a plus.
  • Experience at a radio logically contaminated landfill.
  • Prior experience as a Radiological Control Technician (RCT).
