Noble Hearts HR Consulting is building a roster of Instructional Designers and Learning & Development Specialists to support a proposed professional development and performance coaching initiative for the New York City Department of Citywide Administrative Services (DCAS).
The Instructional Designer will develop and deliver large-scale professional training initiatives focused on workforce development, leadership capability, and performance coaching across government agencies.
This role is ideal for experienced consultants, freelancers, and contractors with a track record of designing training programs for large audiences (50+ participants) within government, public sector, or large institutional environments

Selected candidates may support curriculum design, facilitation strategies, digital learning tools, and program evaluation for workforce development initiatives.
Key ResponsibilitiesDesign and develop instructional programs, workshops, and learning modules for workforce development and leadership training
Create engaging training experiences for large audiences (50+ participants) including live, hybrid, and digital learning environments
Develop performance coaching frameworks, facilitator guides, participant workbooks, and digital learning assets
Align curriculum with adult learning principles and modern instructional design methodologies
Utilize learning technologies, LMS platforms, and digital training tools
Collaborate with program leadership to ensure training content aligns with government workforce priorities and performance improvement initiatives
Evaluate training effectiveness through assessment tools, feedback mechanisms, and learning analytics
Support train-the-trainer models and facilitator preparation
Minimum QualificationsBachelor's degree in Instructional Design, Organizational Development, Education, HR, Public Administration, or related field
Experience designing large-scale training initiatives serving audiences of 100+ participants
Demonstrated experience developing professional development or leadership training programs
Strong proficiency with learning technologies, LMS platforms, and digital training tools
Experience delivering training in hybrid, virtual, and in-person formats
Excellent communication, facilitation, and curriculum development skills
Preferred ExperienceExperience supporting government agencies, public sector organizations, or municipal programs
Experience designing performance coaching or leadership development programs
Knowledge of modern instructional design frameworks (ADDIE, SAM, Design Thinking for Learning)
Experience developing learning measurement strategies and evaluation metrics
CertificationsCandidates must hold at least one relevant professional certification demonstrating instructional design competency, such as:
- ATD Certified Professional in Talent Development (CPTD)
- ATD Associate Professional in Talent Development (APTD)
- Certified Instructional Designer (CID)
- SHRM-CP or SHRM-SCP (for leadership training programs)
- Certified Professional Coach (ICF, ACC, PCC, etc.)
- Equivalent recognized certification in learning and development
