division/program summary

the office of school health (osh) is a collaborative program between the department of education (doe) and the department of health and mental hygiene (dohmh), dedicated to promoting the health of over 1.3 million school children enrolled in approximately 1,800 public and non-public schools across new york city. For over 100 years, osh has provided essential public health services, including case management of chronic health conditions, preventive health screenings, urgent care, medication administration, counseling, health education, referrals, oral health, and vision services.

the primary public health purpose of the osh vision program is to identify and support students at risk for amblyopia, myopia, astigmatism, and hyperopia. In partnership with external donors such as warby parker, and with the endorsement of city hall and the mayor’s fund of new york city, the program delivers vision screenings to pre-kindergarten, kindergarten, and first-grade students, as well as students in community and temporary housing schools.

These services are provided both by city employees and contracted vendors. For many students, this program is their only access to critical ophthalmologic care. The vision program offers free vision screenings, eye exams, and eyeglasses to all kindergarteners and first graders, as well as optometric services and glasses to approximately 40,000 students in community and students in temporary housing (sth) schools and 5,000 high-risk students who fail initial screenings.

Through partnerships with vendors, eyeglasses are fabricated and delivered to the eyeglass distribution unit for processing and distribution to children in need. In the upcoming school year, the program anticipates distributing approximately 65,000 pairs of glasses.

job duties and responsibilities

  • provide oversight of at least three regional screening teams, including supervision of additional staff assigned to their borough to ensure vision services are delivered efficiently and effectively.
  • review annual lists of public and non-public schools to determine eligibility for program services and conduct outreach to school leadership.
  • develop and implement quality assurance processes, including standardized assessment rubrics, timelines, and corrective action plans for screening teams.
  • participate in strategic planning and protocol development.
  • collaborate with the team leads and field-based staff to identify process improvement opportunities and develop mechanisms for implementation.
  • compile comprehensive data reports on the assigned borough, including site-specific indicators such as enrollment, number of students screened, referred, examined onsite, examined in the community, and number of glasses ordered and delivered.
  • monitoring time and attendance of staff.
  • conduct personnel interviews and select staff for screening teams.
  • perform vision screenings when the need arises and assists other programs within the vision program.
  • travel throughout the five boroughs may be required.
