Summary

All Native Group, a Division of Ho-Chunk, Incorporated, is seeking a Site Safety and Health Officer (SSHO) to support Army Corps of Engineers on Long Island, NY. The Site Safety and Health Officer (SSHO) is responsible for implementing and managing the Safety and Occupational Health (SOH) program at an assigned project worksite in accordance with the Contract and EM 385-1-1. The SSHO ensures compliance with applicable OSHA regulations (29 CFR 1926 and 29 CFR 1910), EM 385-1-1, and all federal, state, and local safety requirements.

The SSHO must be present at the site of work and located so they have full mobility and reasonable access to all major work operations occurring during the shift.

Essential Functions

  • Safety and Occupational Health Program Implementation
  • Safety and Occupational Health Program Implementation – Implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan (APP) at the assigned worksite.
  • Execute roles and responsibilities identified in the Contract and EM 385-1-1.
  • Conduct on-going evaluations of the APP throughout the life of the project to ensure it is current and site-specific. Submit changes, revisions, and updates to the APP for review and approval by the prime contractor.
  • Ensure all project personnel comply with SOH requirements, including subcontractors and visitors.

Inspections and Documentation

  • Conduct daily SOH inspections in accordance with EM 385-1-1, Section 2-5.b.
  • Maintain a SOH deficiency tracking system in accordance with EM 385-1-1, Section 2-8.f(3).
  • Report and investigate all accidents and near misses and complete required accident report ENG Form 3394.
  • Maintain applicable safety reference material at the site of work including EM 385-1-1, Safety Data Sheets (SDSs), APP, manufacturer instructions, and other applicable documents.
  • Maintain safety documentation on-site and furnish copies to the Contracting Officer upon request.

Meetings and Training

  • Attend all pre-construction conferences, tail-gate meetings, and pre-work meetings, including preparatory meetings and periodic in-progress meetings.
  • Conduct safety meetings at least once a month for all supervisors at the project location.
  • Conduct or ensure supervisors/foremen conduct safety meetings at least once a week for trade workers.
  • Review past activities, plan for new or changed operations, review pertinent aspects of appropriate Activity Hazard Analyses (AHAs) by trade, establish safe working procedures for anticipated hazards, and provide pertinent SOH training and motivation.
  • Document meeting minutes to include the date, persons in attendance, subjects discussed, and names of individual(s) who conducted the meeting.
  • Notify the Contracting Officer of all scheduled meetings seven calendar days in advance.
  • Provide and keep a record of site safety orientation and indoctrination training for all project personnel, including subcontractors.

Activity Hazard Analysis (AHA)

  • Review AHAs developed by subcontractors before prime contractor approval and submission to the Contracting Officer.
  • Sign all AHAs along with the Superintendent, QC Manager, and the subcontractor Foreman performing the work.
  • Ensure AHAs are reviewed with all affected employees before work begins.

Visitor and Site Control

  • Ensure visitors are escorted, properly protected, wearing or provided the appropriate PPE, and receive a safety brief on the hazards to be expected onsite and the SOH controls required.
  • Maintain an onsite visitor sign-in/out log.

Administrative

  • Review and sign mandatory ENG Form 6282 (Site Safety and Health Officer Designation Letter) acknowledging roles and responsibilities.
  • Report to the corporate safety official, senior Project Manager, or corporate official.
  • Should any unforeseen hazard become evident during the performance of work, bring such hazard information to the attention of the Contracting Officer (both verbally and in writing) for resolution as soon as possible. In the interim, take necessary action to reestablish and maintain safe working conditions.

Qualifications

Experience

  • At least five (5) years of cumulative safety experience, within the last ten (10) years, managing or implementing a SOH program on projects similar in industry type, size, and complexity as the project described in the contract scope of work.
  • Exception:
    If the Level 1 SSHO has a safety-related degree or a third-party, nationally accredited SOH-related certification or designation (e.g., ANSI, NCCA, CESB) requiring a minimum of three years of experience to obtain, only three (3) years of experience is needed.

Designation Requirements

  • Must be designated in writing on mandatory ENG Form 6282 (Site Safety and Health Officer Designation Letter). Both the Corporate Safety Official and the SSHO must sign the form and submit it to the Contracting Officer or COR for acceptance.
