Position SummaryThe Civil Superintendent is responsible for daily field operations, safety, sequencing, and coordination of civil work fronts on a large, complex transit project. The role works closely with the Project Manager, General Superintendent, Engineering, and Owner representatives to ensure work is executed safely, efficiently, and in compliance with MTA/NYCT requirements.
Primary/Essential Responsibilities and DutiesField Operations & Leadership
- Supervise and direct civil construction activities for a single major project.
- Lead foremen, craft labor, subcontractors, and support staff.
- Establish daily/weekly work plans, manpower needs, and production goals.
- Coordinate multi-discipline work in constrained railroad environments.
Railroad & Outage Coordination
- Execute work within active railroad rights-of-way.
- Coordinate outages, General Orders (GOs), flagging, access, and work trains.
- Ensure sequencing aligns with railroad operations and project constraints.
Safety, Quality & Compliance
- Enforce Rail Works and MTA/NYCT safety rules and procedures.
- Lead daily safety briefings and job hazard analyses.
- Ensure work meets contract documents, specifications, and quality standards.
Schedule, Cost & Coordination
- Support schedule adherence and recovery planning.
- Identify field impacts, inefficiencies, and potential scope changes.
- Coordinate inspections, testing, and turnover activities.
Stakeholder & Team Interface
- Serve as a primary field contact for MTA/NYCT inspectors and stakeholders.
- Participate in coordination meetings and provide constructability feedback.
- Mentor and develop field leadership staff.
Skills and Qualifications
- 5+ years of experience supervising heavy civil or transportation infrastructure construction.
- Experience in active railroad or transit environments strongly preferred.
- Strong background in civil construction means and methods (concrete, structures, utilities, site work).
- Track construction or railroad operations experience is a plus.
- Familiarity with MTA/NYCT/Amtrak/LIRR/Metro-North preferred.
- Proven leadership managing crews and subcontractors on complex projects.
- Strong safety, quality, and productivity focus.
- Ability to read and interpret drawings, schedules, and work plans.
- Excellent communication and leadership skills.
- Travel to job sites is required.
- Exposure to outdoor construction sites in all weather conditions.
- Work is in and around live track (trains).
- Work may be in urban, rural or isolated areas.
