Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

Job Summary

Responsible to manage and coordinate the work of Communication Forces in various aspects of Communication construction, including installation & repair of all communication facilities, including ROW Telecommunications and Signal Infrastructure. Position will be accountable to prepare schedules, schedule work forces, manage project work, conduct manpower utilization studies, preparation of the budget and oversee safety programs.

Duties and Responsibilities
  • Establish priorities and direct and coordinate activities of the Communications Construction department to construct and provide the LIRR with the necessary communication facilities. Coordinate between other Engineering and Operating Departments to ensure all Communication Construction projects are completed efficiently and in a timely manner.
  • Recommend standards and procedures for construction of Communication facilities. Oversee Communication Construction activities to ensure they are in compliance with standards and procedures. Investigate and progress improvements for communications construction techniques. Explore and implement new technology to make a safer more efficient work environment to ensure the safety and efficiency of the work force and effectiveness of installed equipment and to enable the railroad to take advantage of improved technology and construction equipment.
  • Prepare the yearly budget for the Communication Construction personnel and review and revise as priorities change. Establish manpower requirements to ensure that departmental goals are achieved within fiscal guidelines. Ensure adequate staffing and effective deployment of personnel to achieve goals efficiently.
  • Review outside cable plant and facilities. Establish and implement quality control procedures to ensure that design and installation meet requirements and are compatible with existing physical plant. Review outside cable plant and facility conditions and making recommendations for infrastructure improvements. Determine material required and prepare specifications and purchase requisitions for material, vehicle, and services. Ensure appropriate material is received within required time frame.

    Ensure material received conforms to specifications and when necessary, certify the suitability of substitute materials. Ensure BPO’s (Blanket Purchase Orders) are kept current and active as required.
  • Conduct employee attendance checks, motor vehicle operations checks and participate in FRA mandated safety programs. Attend safety meetings and address/rectify safety concerns with promptness. Conduct Signalman Qualification tests and Interview candidates for subordinate positions.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions.
