Role Description

Arcadis is seeking a motivated Construction Inspector to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). This role is crucial for ensuring the quality and compliance of construction activities related to heavy civil engineering, including large shafts, excavation, and tunneling. The ideal candidate will have hands‑on experience in similar projects and a keen eye for detail.

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team
, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long‑term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two‑track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113‑year‑old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities
  • Perform daily site inspections of excavation, shaft activities, and linear construction within wetlands, ensuring compliance with project specifications, safety standards, and engineering plans.
  • Verify that excavation practices align with design requirements for tunneling, large shafts, and viaduct construction, and coordinate independent testing.
  • Enforce safety standards on‑site, including adherence to OSHA and other regulatory safety protocols, and identify potential safety hazards, especially in areas adjacent to active railroad right of way and multiple railroad bridges over vehicular roads.
  • Inspect materials and equipment used for excavation, tunneling, and viaduct construction, ensuring compliance with quality standards, and document any deviations or deficiencies.
  • Maintain detailed records of daily work activities, site conditions, and inspection results, and provide regular reports on progress and corrective actions taken, ensuring documentation aligns with project requirements.
Required Qualifications
  • 10 years of solid experience in heavy civil construction with a focus on large shafts, excavation, and viaduct construction, particularly in areas adjacent to active railroad right of way.
  • Experience in performing site inspections and verifying work according to specifications and drawings, including linear construction within wetlands and multiple railroad bridges over vehicular roads.
