Ten hour and 16-minute shifts (10:16), Four (4) days per week, Three (3) consecutive rest days

Summary

The Department is seeking qualified members from the rank of Sergeant, Detective Sergeant, or Lieutenant who are interested in being considered for assignment to the Office of Strategic Initiatives.

Responsibilities
  • Review existing MTAPD policies and procedures to identify inconsistencies, outdated practices, coverage gaps, and areas needing standardization.
  • Draft and update department policies to ensure clarity, consistency, and alignment with leadership goals.
  • Serve as project leads for multi-bureau initiatives requiring cross-department coordination.
  • Develop project charters, timelines, deliverables, and progress-tracking tools.
  • Facilitate meetings with command staff, external stakeholders, and subject matter experts.
  • Monitor implementation of changes and ensure projects are carried out to completion.
  • Perform operations research applicable to project assignments.
  • Recommend procedural changes that improve efficiency, safety, compliance, interoperability, and ensure department wide consistency.
  • Consider existing jurisdictional differences and the impact on MTAPD operations.
  • Guide commands through transitions when new policies or procedures are introduced.
  • Liaise closely with training in developing training materials, readiness assessments, rollout plans, and communication for new initiatives.
  • Evaluate whether commands and units are operating in accordance with newly established policy and recommend corrective action when deficiencies are identified.
  • Prepare written reports and briefings for the Chief of Police and Executive Staff.
  • Maintain documentation of all strategic initiatives and associated project plans.
  • Represent Office of Strategic Initiatives in interagency work groups, MTA strategic planning efforts, and specialized operational initiatives.
  • Research emerging technologies and methods that can support operational improvements.
Qualifications

All members must, at a minimum, have the following qualifications/requirements to be considered for appointment:

  • Currently hold the rank of Sergeant, Detective Sergeant, Lieutenant
  • Demonstrated ability to excel in a team atmosphere.
  • Ability to work and complete assignments with limited supervision.
  • Must be able to show self-initiated activity.
  • Excellent written and communication skills.
  • Strong analytical and critical-thinking skills.
  • Ability to manage complex projects across multiple commands.
  • Knowledge of operational policing, legal requirements, and policy structure.
  • Ability to articulate operational needs into actionable and enforceable policy.
  • Successfully complete an interview before an Interview Panel.
  • Complete a "Candidate Application (Form #69) and forward it to his or her immediate supervisor who shall complete the applicable sections and then forward the form through the chain of command.
  • Supervisors classified as “Doctor Certified” or “Chronic Sick” may be excluded from the interview/selection process.
Other Information

Interested members who meet the above listed qualifications will be eligible to participate in a panel interview.
