This position is open only to current City of New York employees serving in the permanent (not provisional) Civil Service titles of Administrative Staff Analyst, Administrative Manager, Administrative Accountant, or Administrative Management Auditor. The Audit Bureau conducts informative and meaningful audits, independent assessments, and objective reviews to examine and report on City operations and services. The Bureau strives to improve the City’s financial position, identify and mitigate risks, and ensure that services are provided efficiently, effectively and equitably. By reporting our findings to City officials, oversight bodies and the public, we increase transparency and accountability, promote integrity, and strengthen public trust.

Under the direction of the senior management, the Manager of Research & Analysis supervises a team of professional staff responsible for two principle streams of work:

  • Reviewing and vetting complaints/concerns/issues received from diverse sources
  • Conducting in-depth reviews, analysis and/or investigations which result in detailed and persuasive reports of findings.

Work stream 1 is intended to identify allegations warranting more in-depth work within the Office of the Comptroller, referral to external agencies, or closure without further action needed. Work stream 2 results in the collection and analysis of facts and data, written summaries/letters/reports of conclusions, evidence and recommendations.

The Manager’s duties include, but are not limited to the following:

  • Managing high volume of incoming complaints, allegations, concerns, and ensuring they are evaluated promptly and accurately.
  • Identifying City issues within the purview of the Office of the Comptroller that potentially warrant in-depth research, analysis and/or review.
  • Overseeing smaller volume of complex non-audit projects based on collection of information and data, interviews, thorough research, review and analysis.
  • Writing logical and persuasive case notes, memos, summaries of conclusions, letters and reports.
  • Delegating assignments, holding staff accountable for deliverables, and providing coaching support for continued development.
  • Ensuring work is conducted and well documented in the system of record.
  • Performing other related duties and responsibilities, as assigned.

ADMINISTRATIVE STAFF ANALYST ( – 1002D)

Qualifications

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;

in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
