Job Description

NBCU is seeking a strategic and detail-oriented Business System Analysis Manager, Scheduling Systems to support and maintain the STORM workforce and facilities scheduling system. This role is critical in driving operational excellence for our internal business clients by optimizing scheduling workflows, enhancing STORM capabilities, and ensuring compliance with labor regulations. The ideal candidate will be a systems expert with extensive knowledge of media production operations, workforce planning, and technology-driven process improvement.

This role reports into the Senior Director, Payroll/Time & Attendance.

Key Responsibilities
  • Lead the development and continuous improvement of scheduling features, workflows, and upgrades within the STORM platform by managing the product roadmap and collaborating with Product Team to deliver scalable, user-friendly tools tailored to production needs.
  • Develop scheduling solutions that meet business requirements for both union and non-union labor models by partnering with HR and labor relations to ensure alignment with current agreements and policies.
  • Drive the strategic integration of STORM with SAP, Timekeeper, and other enterprise platforms to ensure seamless data flow and operational consistency.
  • Oversee the accuracy and timeliness of worker compensation across STORM and Timekeeper by validating payroll-related data flows and conducting audits using Excel, Tableau, or other reporting tools to ensure alignment with union pay rules and financial controls.
  • Monitor adherence to collective bargaining agreements, labor laws, and internal business rules across production units.
  • Serve as a key liaison between production teams, labor relations, and HR by facilitating resolution of scheduling and compliance issues and communicating system capabilities and process changes to stakeholders.
  • Partner with department heads, production leads, and finance teams to align scheduling practices with business objectives by analyzing data for cost optimization and supporting strategic planning and resource allocation.
  • Oversee the implementation of accurate Paid Time Off (PTO) tracking and reporting mechanisms by configuring accrual rules and workflows in STORM and conducting audits using BI tools such as Power BI.
  • Design and deliver training programs for managers, schedulers, and employees by developing tailored materials and showcasing demos on STORM functionality, system updates, and best practices.
Qualifications
  • 8+ years of experience in scheduling or scheduling technology or similar / associated functions.
  • 5+ years of experience in media operations, scheduling, or content fulfillment, with a strong track record of managing complex workflows in fast-paced production environments and delivering scalable operational solutions.
  • 2-3 years proven expertise in production operations, workforce management, or resource planning, including hands‑on experience with scheduling systems, crew coordination, and optimizing labor utilization across multiple teams or locations.
  • Strong understanding of union regulations and labor compliance, with the ability to interpret collective bargaining agreements and apply them effectively within scheduling and payroll systems to ensure legal and contractual adherence.
  • Proven experience with scheduling and payroll systems; experience with STORM and Timekeeper is a plus, demonstrating the ability to configure and troubleshoot the system at a functional level to support accurate compensation and workforce planning.
  • Demonstrated ability to lead cross‑functional initiatives and drive change, including managing stakeholder expectations and delivering process improvements that enhance operational efficiency.
  • Excellent communication, analytical, and project‑management skills.
