The Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices, managing a broad range of financial activities and the Lab s approximately $900 million annual budget.
The Mission of the Procurement and Property Management (PPM) Division is to support purchasing services, materials, equipment and supplies for Brookhaven National Laboratory operations and programs. PPM emphasizes best value through reliable practices and supports socioeconomic programs by engaging with diverse suppliers in line with the Lab s policies.
Responsibilities- PPM has an opening for a Property Administrator within the Procurement and Property Management Department reporting to the Property Manager.
- Administer the Laboratory s property excess/disposal program in accordance with DOE and Federal Property Management Regulations.
- Serve as the Property Representative and organizational contact for day-to-day property activities.
- Maintain property inventory, database records, documentation, and files.
- Administer the Precious Metals Program in accordance with Laboratory Policies and Procedures and DOE regulations.
- Train and provide guidance to department/division Precious Metals Custodians.
- Provide guidance to Property Representatives regarding policies and procedures within the Property Management System.
- Respond to internal and external requests for information and guidance relating to Property Management.
- Make recommendations on issues related to Property Management.
- Participate in and chair Committees and meetings related to Property Management.
- Participate in audits and reviews by formulating responses to inquiries.
- Manage and complete assigned projects within time and resource constraints, providing feedback in process.
- Provide training and direction to Laboratory personnel to support property-related functions.
- Administer the Property Walkthrough Program and the Exchange Sale Program, Surplus Property Sales, Property Transfers, Loans and Mission Movement Agreements in accordance with Laboratory Policies and Procedures and DOE regulations.
- Provide input for annual performance evaluation of property staff.
- Coordinate and reconcile subcontractor government property records, annual inventories, policy compliance evaluations, and property closeout processes.
- Act as primary subject matter expert and coordinator for matters related to property loss investigations.
- BA or BS degree in a business field or equivalent experience (2:1 experience-to-college ratio).
- Four (4) years direct property management experience, preferably in federal government property administration.
- Advanced understanding of property management with ability to obtain and provide detailed information; track, organize, and analyze property information.
- Ability to anticipate and establish paths to avoid problems and manage administrative processes on behalf of management.
- Provide guidance and interpretation of internal procedures.
- Ability to identify property issues and assist with issue resolution.
- Knowledge of information processing software, including Microsoft Word, Excel, and PowerPoint.
- Ability to influence and establish positive working relationships at various levels; demonstrate productive teamwork.
- Strong research, analytical, creative problem-solving, judgment, and decision-making skills.
- Excellent attention to detail and ability to handle deadlines and pressure.
- Advanced, clear, and concise verbal and written communication.
- Effective time and resource management, organization, planning, and prioritizing workload.
- Ability to obtain and retain Property Management Certifications.
- Knowledge of 41 CFR 109.
- Knowledge of FAR and/or DEAR regulations.
