Duties Description
As an Auditor 1 in the Office of Workforce Development (OWD), you will perform field reviews of State and federally‑funded employment and training programs. Duties include, but are not limited to: reviewing contracts; budgets and monthly financial reports; preparing reports and related correspondence; and providing technical assistance. This is a field position and travel is expected.

For the duration of the NY HELPS program, this title may be filled via a non‑competitive appointment if the applicant meets the minimum qualifications listed below.
Auditor Trainee 1A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in those courses.
Auditor Trainee 2A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours and one year of professional experience in accounting/auditing or financial internal or field auditing, with responsibility for full design and review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accordance with generally accepted accounting principles.

A bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours and two years of professional experience in accounting/auditing or financial internal or field auditing, with responsibility for full design and review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accordance with generally accepted accounting principles;
or a master's or higher degree in accounting, auditing, or taxation with one year of professional experience; or a currently valid Certified Public Accountant license and registration issued by New York State.
Your degree must have been awarded by an institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education. If awarded by an institution outside the U.S. and its territories, you must provide independent verification of equivalency. CompetitiveMinimum Qualifications
As this position requires travel, the appointee must have a valid driver's license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate the capacity to meet the transportation needs of the position.
55 b/c QualificationsThis position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
Reassignment QualificationsCurrent Department of Labor employees only, with at least one year of permanent, contingent‑permanent, or 55b/c service in an Auditor 1/Trainee 1/2; if you have less than one year, you must be reachable on the current Auditor 1/Trainee 1/2 eligible list for this location, if one exists.
70.1 Transfer QualificationsOne year of permanent or contingent‑permanent service as a Grade 13 or higher determined to be similar by Civil Service. Candidates must also possess a bachelor’s degree or higher in accounting, auditing, and/or taxation, or a bachelor's degree or higher with 24 semester credit hours in accounting, auditing, or taxation courses.
70.4 Transfer QualificationsOne year of permanent or contingent‑permanent service as a Grade 12 or higher and a passing score on Auditor 1/Trainee 1/2. Candidates must also possess a bachelor’s degree or higher with 24 semester credit hours in accounting, auditing, or taxation courses.
Note:
Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.
