The Los Angeles Department of Water and Power (LADWP) is seeking a dynamic and experienced Director of Communications & Community Affairs (Executive Assistant to the General Manager) to lead its public, customer, corporate and internal communications and community affairs team.

This high-impact individual, reporting to the Chief Customer Officer and directly supervising two Assistant Division Directors and support staff, will serve as a strategic content partner, team leader and coach, executive communications advisor and business partner, to provide data-driven recommendations that inform clear and accountable customer, public and internal communications.

The successful candidate will be able to oversee the development and execution of proactive communications, marketing and advertising campaigns, plan and direct media and community relations initiatives, serve as an effective leader during crisis and emergencies, and ensure consistent, clear messaging across every channel through a team of professional staff providing full-service communications and community affairs services and support to the nation's largest municipal water and electric utility.

Duties:

• Oversee and implement comprehensive corporate, customer, and internal communications campaigns.

• Provide team leadership and guidance to a professional staff while interfacing with diverse business partners across an 11,000 employee organization.

• Serve as one of LADWP's primary media spokespersons and oversee a team of professionals responsible for planning public and media events.

• Ensure quality excellence in all communications, marketing, advertising, and community affairs activities and materials.

• Provide crisis communications leadership, including planning and execution, in coordination with Division and LADWP Emergency Management staff.

• Lead a team responsible for providing excellent executive communications support to the Department's Executive Leadership Team.

• Oversee community affairs programs including town halls, public hearings, and stakeholder round tables.

• Provide leadership and coaching to communications and outreach staff.

• Oversee Division management responsible for budgets, contracts, and vendor relationships for Communications and Community Affairs programs.

Qualifications:



• Bachelor's degree in communications, public relations, journalism, marketing, or a related field (master's degree preferred).

• Minimum ten years full-time paid professional experience responsible for an organization's public relations or news writing, media relations, community relations, public relations events, or functions, which included one or more of the following: interaction with communications media and/or the public; experience in analyzing, planning, preparing, and disseminating information to publicly promote programs; or communicating organizational policies. Previous experience should be related to the water and power utility industry, a public sector company, or a large organization.

• Experience developing, conducting, and analyzing outreach and engagement strategies to inform communications best practices.

• Experience using digital, print, and in-person communications to share information, and build engagement.

• Experience working with underserved communities, demonstrating an understanding of local demographics, and applied principles of diversity, equity and inclusion.

• Experience developing data-driven, community-informed campaigns, websites, and social media content.

• Work independently and as a team member in a collaborative, fast-paced, and changing environment.

• Work comfortably in remote and in-person settings.

• Participate in indoor and outdoor events for extended periods.

• Develop and maintain collaborative working relationships with staff, community members, vendors and other stakeholders.

• Proven leadership in high-pressure environments.

• Exceptional writing, public speaking, and interpersonal skills.
