Position Objective:
Under the guidance of the Senior Director, EO, and in close collaboration with the MTA constituent agencies' Chief and Deputy EO Officers, BSC, and People Function Directors, the Director, EO Analysis and Reporting leads a team comprised of a Manager and three Senior EO Analysts in delivering both operational and strategic data analyses. The Director is responsible for conducting quantitative and qualitative workforce analyses, including statistical testing of employment practices (e.g., compensation), and for calculating Equal Employment Opportunity (EEO) goals.
This role plays a key part in the development, analysis, and reporting of EO program outcomes, supporting strategic planning and ensuring compliance with applicable mandates.
In addition, the Director oversees MTA-wide progress tracking toward EEO goal attainment and provides technical leadership in the design of auditing frameworks, performance indicators, and evaluation tools. These efforts ensure timely, accurate, and effective assessment of employment practices, diversity initiatives, and other equity-related activities across all MTA agencies. The Director also manages and supports the EO Analysis team in implementing standardized reporting protocols, data visualization tools, and business intelligence products that enhance transparency and enable data-driven decision-making.
The Director is responsible for interpreting, documenting, and communicating key insights related to EO and diversity, equity, and inclusion (DEI) initiatives. Findings and recommendations are delivered to the Senior Director, EO, and other senior stakeholders through high-quality analytics, strategic reports, and compliance-focused presentations.

* Select, develop, and motivate personnel within the department. Provide career development for subordinates, along with prompt and effective coaching and counseling. * Define the data analytics strategy and plan for evaluation of statistical and workforce data to determine each agency's Equal Opportunity (EO) goals, progress toward those goals, and areas of deficiency.
* Serve as an internal data analytics consultant to agency EO staff, guiding forecasting efforts and establishing agency-specific goals that roll up into the MTA-wide EO Program. Leverage historical data, trend analysis, and regulatory forecasting to support informed decision-making.
* Oversee the statistical and predictive analyses for each agency's EO program and annual updates. Ensure the integrity and accuracy of the MTA-wide data rollup prior to submission to the FTA.
* Serve as the data classification point of contact for OCC/SOC assignments, ensuring that census occupational categories are properly aligned with MTA roles to support standardized, cross-agency compliance reporting.
