Division Chief – Tort Claims and Engineering Audit Support

The New York City Comptroller’s Office invites applicants for the Division Chief position responsible for the investigation and analysis of real property damage claims arising from Tort actions, and for providing Engineering Audit Support to support the Bureau with advising EAOs at various City Agencies.

This position is open only to current employees of the City of New York serving in a permanent (not provisional) civil service titles of Administrative Engineer, Administrative Project Manager, or Administrative Construction Project Manager. The Bureau of Engineering (BOE) investigates construction and construction-related disputes and claims for and against the City of New York, and, in collaboration with the Office of the General Counsel, adjudicates and negotiates fair and reasonable outcomes in the City’s best interest. BOE provides technical expertise and assistance to the Office of the Comptroller in support of its oversight of City Agencies.

Responsibilities
  • Reporting to the Executive Director, supervise staff in the execution of engineering work and provide coaching and mentorship as necessary.
  • Lead a team involved in the investigation, detailed analysis, and evaluation of real property damages claims arising from Tort actions.
  • Lead the research and evaluation of contract claims, disputes, and engineering matters of various complexity and technical nature.
  • Prepare and oversee the preparation of comprehensive reports addressing entitlement and damages and provide settlement recommendations.
  • Develop responsibilities and performance standards for employees that align with relevant civil service titles and operational requirements.
  • Delegate assignments based on employee skill sets, division workload, and deadlines.
  • Responsible for implementation of Bureau policies within the division.
  • Track performance and report on progress, as necessary.
  • Perform related assignments and special projects as required.
Minimum Qualifications

This position is open only to current employees of the City of New York serving in a permanent (not provisional) civil service titles of Administrative Engineer, Administrative Project Manager, or Administrative Construction Project Manager. Please clearly indicate your permanent civil service title on your resume and cover letter.

  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity;

    or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in the first item; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to the above. One year of experience credit will be given for: (a) every 30 semester credits toward a bachelor’s degree in relevant fields; (b) an accredited Master's degree in one of the described disciplines; (c) a Juris Doctor degree; or (d) a valid New York State license as a Professional Engineer, Registered Architect, or Landscape Architect.

    All candidates must have the two years of administrative, managerial, executive, or supervisory experience as described above.
Preferred Skills
  • Bachelor's Degree in Engineering or higher from an accredited school.
  • 10+ years of experience in engineering/construction.
