Position Summary
Under the direction of the Senior Director of Administrative Trials & Hearings, with some latitude for independent judgment, the Paralegal/Legal Assistant will conduct and preside over employee discipline and expedited grievance hearings across multiple NYC Transit locations. The role involves gathering facts, issuing written decisions, supporting arbitration preparation, performing research, and assisting attorneys with case preparation. The position requires strong analytical, writing, and organizational skills, as well as the ability to manage hearings and handle sensitive labor-related matters.
Job Duties and Responsibilities
- Preside over discipline and/or expedited grievance hearings at various NYC Transit work locations and issue written decisions.
- Conduct investigations related to the grievance process, including gathering facts and documentation.
- Assist attorneys in case preparation by collecting necessary documents, conducting witness outreach and interviews, and preparing case memoranda.
- Conduct research to support arbitration proceedings and case development.
- Assist with the scheduling of grievance cases.
- May present expedited arbitration cases before an impartial arbitrator.
- Update case files, maintain case status information, and ensure proper document version control.
- Produce status and progress reports as required.
- Participate in the negotiated grievance process as a hearing officer; issue written decisions, particularly related to time and leave violations.
- Support Transit's arbitration position by documenting findings and recommendations in accordance with CBA guidelines and established Transit standards.
- Bachelor's degree required, preferably in:
- Industrial/Labor Relations
- English Literature
- Or a closely related field
- Minimum 3 years of relevant experience, preferably in:
- Labor relations
- Grievance or arbitration processes
- Legal assistance or paralegal work involving hearings or investigations
- Paralegal Certification is required.
- Strong analytical and investigative skills.
- Excellent written communication skills for decision writing and report preparation.
- Ability to preside over hearings and interact with union representatives, employees, and management.
- Strong organizational skills, including document management and version control.
- Proficiency in legal research and case preparation.
- Ability to work independently with sound judgment.

Hours:
Monday to Friday, 9:00 AM 5:00 PM. - Lunch break is unpaid and must be taken between 12:30 PM and 2:00 PM.
- Court Appearances
Required:
No court appearances; however, the role requires presiding over hearings as part of the grievance process. - Interview Method:
