POSITION DETAILS
The Center for Inclusivity and Equal Opportunity ("CIEO" or the "Center") was established by the Board of Trustees and the Chancellor for the City University of New York ("CUNY" or the "University") in June 2024, as part of CUNY's ongoing efforts to combat discrimination and harassment, and CUNY's ongoing efforts to continuously foster understanding amongst our diverse community members. The Center is responsible for systemwide report management and compliance pertaining to discrimination and harassment, policy review, development, and implementation of all CUNY policies prohibiting discrimination and harassment, regular and comprehensive training and orientation for administrators implementing CUNY's policies prohibiting discrimination and harassment, systemwide educational programming addressing discrimination and harassment, and monitoring and analyzing discrimination and harassment data obtained from all 25 campuses in the CUNY system and from the central office.
The goal of the Center is to eliminate discrimination and harassment in the CUNY community, including discrimination and harassment that violates Title II, Title VI, Title VII, Title IX, and associated federal, state, and local civil rights laws.
The Center is seeking three (3) Compliance Officers to ensure that reports of discrimination and harassment, including those under Title II, Title VI, Title VII, and Title IX, are effectively managed across the entire system. Reporting to the Center's Deputy Director for Compliance and Policy, this role involves providing comprehensive/expert guidance to the campus and Central Office Chief Diversity Officers (CDO) throughout the investigative process, conducting investigations as needed, providing trainings on relevant laws, regulations, and policies, and ensuring the University is in compliance with all laws, regulations, and policies pertaining to discrimination and harassment.
Key responsibilities include, but are not limited to the following:
+ Overseeing the implementation of and conducting routine comprehensive review of strategic initiatives to enhance compliance processes and identifying areas for improvement within the compliance framework, proposing and executing strategic initiatives to streamline processes, and ensuring that all compliance activities are aligned with the University's goals and regulatory requirements. This could include optimizing investigation protocols, enhancing training programs, and improving communication channels for reporting and addressing compliance issues.
+ Executing and routinely assessing CUNY's non-discrimination policies and procedures to ensure rigorous adherence to all applicable federal, state, and local civil rights statutes. This includes identifying potential compliance issues, suggesting enhancements, and implementing corrective measures. Collaborating with CUNY Chief Diversity Officers to develop and finalize investigation plans for discrimination and harassment investigations while providing ongoing guidance throughout the investigative process.
+ Assessing preliminary investigative reports authored by CUNY Chief Diversity Officers to ensure accuracy and compliance, while offering strategic recommendations. Leveraging these insights to develop and implement comprehensive, impactful training initiatives that address identified needs and promote organizational equity.
+ Creating and presenting reports to CDOs on emerging trends and best practices for investigating, documenting, and responding to discrimination and harassment complaints.
+ Developing, coordinating, conducting, and leading training sessions and orientations on topics related to discrimination and harassment, with a focus on compliance with Title II, Title VI, Title VII, Title IX, the Clery Act, New York Education Law Articles 129-A and 129-B, the Americans with Disabilities Act, Section 504, applicable state and local disability laws, as well as CUNY policies and bylaws.
