Duties Description The incumbent of this position will report to the Counter Foreign Malign Influence (C-FMI) Program within the Office of Counter Terrorism.
Duties include but are not limited to the following:
* Develop, modify and evaluate policies governing team deployment, operation and outreach.
* Manage the daily activities of HSPA and program professional teams and work groups to optimize efforts, identify deficiencies, utilize fiscal resources effectively and meet program objectives in an efficient manner. Perform all administrative supervisory tasks as required.
* Research and utilize relevant case studies in audience-directed FMI training activities with a diversity of stakeholders.
* Develop contacts within the partner/stakeholder community and maintain cordial and effective working relationships. Periodically meet with stakeholders to answer questions, review program roll out and assess the effectiveness of program planning and implementation.
* Respond to partner/stakeholder issues to better understand their position and work collaboratively to resolve differences within the parameters of agency policies, protocols, procedures and mandated rules and regulations.
* Develop and oversee team outreach and training efforts regarding foreign malign influence and other counter terrorism programs. Coordinate efforts with partners and stakeholders. Prioritize and implement unit initiatives, considering the current threat environment.
* Conduct comprehensive research on FMI security trends, liaising with security industry experts to maintain knowledge of trends and techniques, with an emphasis on foreign malign influence insider threat and counterintelligence.
* Evaluate New York's counter terrorism posture including analysis on internal and external programs.
* Serve as subject matter expert for team members, program managers and senior staff.
* Review, evaluate and develop viable complex policies, programs and procedures which facilitate the mission of the program/agency and encompass current best practices in the functional program area. Present policy/program analyses and recommendations to DHSES executives and senior staff.
* Collect and analyze data on FMI, homeland security, public safety and emergency management issues and practices for comparison with new and innovative approaches, to facilitate the development and implementation of new initiatives advancing DHSES' mission.
* Represent DHSES to a wide variety of stakeholders/partners in differing formats providing professional expertise on assigned program and agency issues.
* Work with sensitive information requiring a National Security Clearance.
* Participate in professional development opportunities and maintain certifications to validate proficiency.
* Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.
* Perform other duties as required.
Minimum Qualifications NON-COMPETITIVE
One year of permanent service as a Homeland Security Program Analyst 2;
OR Eight (8) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
