Duties Description The incumbent of this position will report to the Counter Foreign Malign Influence (C-FMI) Program within the Office of Counter Terrorism.
Duties include but are not limited to the following:
• Collect and analyze homeland security information and intelligence using a variety of analytical tools and techniques, maintaining proficiency in necessary tools and platforms.
• Monitor and share threat information, bulletins, and awareness briefs in a timely manner.
• Synthesize information and intelligence to predict trends and allow for appropriate and effective actionable item(s) for recipients of intelligence reports (i.e. law enforcement and public and private sector critical infrastructure partners).
• Work with sensitive information requiring a National Security Clearance.
• Prepare special reports, publications, assessments and advisories for the DHSES Office of Counter terrorism, in support of counterintelligence, and counter foreign malign influence programming.
• Educate State entity officials in adherence to the Governor's directive regarding relations with foreign entities.
• Direct the vetting process of foreign representatives and cohorts meeting or attending events with State Entities, officials or designees; brief said officials and staff prior to the event and conduct post engagement de-briefing.
• Advise State and security officials on any discrepancies or red flags appearing in vetting checks prior to engagement.
• Work closely with designated staff and security personnel to ensure all vetting processes, both human and structural, are performed expeditiously and with necessary clearances in place.
• Compose descriptive intelligence reports, both tactical and strategic, using analytical techniques and methods that document research, analysis and tools utilized in support of operations and intelligence analysis.
• Write and disseminate a range of homeland security products to include products focused on counterintelligence. Ensure the content contains pertinent threat information, warnings and indicators of potential terrorists and terrorist activities, and conforms with best practices for prevention, protection and mitigation.
• Perform the full range of supervisory duties, establish program goals, objectives and metrics, conduct peer review of staff analysts' work and findings as well as mentor OCT staff and interns.
• Serve as liaison with internal and external partners, groups and individuals at the federal, State and local levels; provide analytical assistance with a focus on foreign malign influence, critical infrastructure protection, and domestic terrorism prevention. Facilitate regular meetings and work with components within the Office of Counter Terrorism and the NYS Intelligence Center.
• Formulate a "threat posture" for Counter Foreign Malign Influence activities to include the following:
Fusing threat reporting and trend analysis with incidents; identifying and communicating potential indicators of advisory activity at home and against American interests overseas; and current threats of terrorism at the State and national levels.
• Compile talking points, draft speeches, reports and other correspondence including contributions to Legislative and Congressional testimonies on a variety of subjects related to critical infrastructure.
• Contribute to the Division's knowledge base regarding global, national and State counterintelligence and counter terrorism issues in partnership with other DHSES components and for State executive management personnel as needed.
• Contribute and provide oral and written briefings on critical infrastructure protection, current threat environment and other topics as determined by OCT leadership.
• Research and write original terrorism-focused articles for scholarly, defense-oriented and critical infrastructure related publications.
• Organize and maintain confidential, sensitive, and open-sourced data, databases, and files, including managing distribution lists for partners and stakeholders.
