The Economic and Workforce Development Department (EWDD) is accepting applications to fill one Senior Project Coordinator position. This position is assigned to the City-Operated Watts City Youth Source Center section of the Workforce Development Division, Youth Operations Section. This position will provide the necessary oversight of staff, day-to-day operations, activities, and funds allocated to the center to provide educational support, resources, mentorship, and employment services for youth, including homeless and reentry participants.

This position is responsible for overseeing approximately $2.0 million in Workforce Innovation and Opportunity Act funding allocated to Youth Source and the Hire LA's Youth program. Duties and responsibilities for this position include, but are not limited to, the following:
  • Responsible for the daily management of operations related to planning, coordinating, and directing the delivery of comprehensive employment training services for young people at the City-operated Youth Source location.
  • Ensures compliance and successful performance of Department of Labor's Workforce Innovation and Opportunity Act (WIOA) Grant funds in accordance with federal, state, and local rules and regulations.
  • Manages center budget and finances, tracks expenditures, and maintains the facility in coordination with the General Services Division.
  • Supervises and oversees the assignment of tasks and responsibilities for staff members involved in delivering employment and training programs for both in-school and out-of-school youth between the ages of 14 and 24, and up to 30 for some programs.
  • Tracks performance of each staff in accordance with grant requirements for Youth programs funded by LA County, LA City, and private funds.
  • Participates in the hiring, employee evaluation, and termination process. Counsels staff on performance-related issues.
  • Ensures staff accurately charges time to appropriate grant work order numbers.
  • Coordinates the services of training organizations, support service providers, educational organizations, and employers.
  • Coordination and leveraging of grant-funded programs include:
    Los Angeles Unified School District, Los Angeles Community College District, LA County Probation Department, and LA County Department of Children and Family Services.
  • Develops, implements, and monitors expenditure plans.
  • Monitors grant expenditures, develops monthly center expenditure plans, authorizes all center related EAR, Petty Cash expenditures, and purchases with the credit card.
  • Monitors contracts of partner agencies and engages in continuous quality improvement of program.
  • Develops financial and non-financial MOUs.
  • Develops and Negotiates MOU scope of work with partner agencies.
  • Develops and manages a youth advisory council to support the program, gather youth input, and enhance the program's resources. Reports regularly to EWDD management, LA City Council, and Mayor's Office.

Preferred Qualifications:

Possession of a valid California "Class C" driver's license and a good driving record are required at the time of application.

Minimum Requirements:

The preferred candidate will possess a professional history that demonstrates the following experience and qualities:
  • A four-year college degree or equivalent from an accredited college or university is required; however, relevant years of experience may also be considered in lieu of a degree.
  • Must have demonstrated full-time paid experience in a supervisory or management role directly related to youth programs or operations. Ideal candidates should have proven experience in grant and contract management, monitoring, and reporting, as well as a demonstrated understanding of fiscal and compliance guidelines.
  • Staff supervision experience preferred, and must be able to work sensitively and effectively with individuals of diverse educational, socioeconomic, and cultural backgrounds.
  • Understanding of requirements, policies, procedures, and overall program guidelines of City, State, and Federally funded programs preferred (training will be provided).
