Within the larger scope of formal and informal learning of the Programs & Services Department’s (PSD) Adult Learner Program (ALP) division, the Library Literacy Center Manager is responsible for managing an Adult Learning Center and for the overall supervision and operations of the center. This person will report to the Director of Learning and Literacy, and he/she will manage and coordinate all aspects of adult learning for his/her center, i.e., literacy and ESOL classes, workshops, referrals, resources, and other services of assigned center.
The Library Literacy Center Manager will primarily focus on providing program management, works collaboratively within broader Library Services Department team members to ensure continuum of service for all ages including Young Adult Literacy Program, Family Literacy, and other Learning and Literacy services. Will share some responsibility for oversight of designated grant-funded programs, including grant compliance. Also, develops and maintains literacy collections;
supervises tutoring; tests and evaluates students; matches students with tutors. Provides follow-up and support to students and tutors; implements literacy recruitment. Makes presentations; prepares statistics and reports; performs other duties as assigned.
- Responsible for evaluating and managing programming and provide direction for current adult learning programs at the center and assists with maintaining and/or enhancing enrollment number and retention rates.
- Establishes relationships with community leaders, community based organizations, social service organizations, and potential clients in order to expand center offerings.
- Ensures center programming quality based on enrollment/retention via coordinating internal and external audits and conducts community outreach, community needs assessments as well as addresses and resolves all issues to ensure overall positive participant satisfaction. Strictly adheres to program standards/SOP, case and file management guidelines.
- Works with literacy and learning teams, the Program Standards Performance Manager, and Data and Budget Coordinator to plan and create strategic goals for enhancing and expanding adult learning opportunities.
- Manages the daily operations of the center/programs, i.e., ESOL, Adult Literacy & Learning, pre-HSE, Youth Literacy Services classes, teachers, and administrative staff.
- Consults with the Principal Manager regarding hiring, training, and professional development for staff.
- Oversees the day-to-day operations of the center/programs and provides centralized standard operational guidance to center staff/volunteers.
- Oversees the policies and procedures for the center/programs and coordinate operations with community library staff as needed.
- Performs site visits to various centers and classes.
- Represents Queens Public Library at meetings of NYC, NYS, Federal, and international literacy providers at conferences, interagency meetings, and is responsible for maintaining effective programmatic partnerships.
- Manages the collection and distribution of center operations statistical data for reporting purposes, including adherence to program standards and government contract reporting. This consists of proper and timely processing of all documents and other required paperwork, often conducting program evaluations for improvement.
- Ensures timely data entry and manages overall database management.
- Maintains program statistical data as required by funding requirements and program standards.
- Monitors, develops and enhances comprehensive means of assessment and outcome tracking.
- Responsible for preparing and overseeing reporting on programs as needed and required.
- Uses the latest technology to develop and deliver high-quality, effective learning programs and services.
- Oversees monthly and year-to-date financial management and timely financial processes and procedures of all assigned funding contracts for each assigned service area centers and sites, including quarterly/fiscal year forecasting and reporting.
- Complies with contract management requirements by ensuring proper spending of budgeted expenses and reconciliation of all Account Receivables and Account Payables to ensure meeting or exceeding budget targets, as aligned to program deliverables and metrics.
- Achieves fiscal year budget performance targets, through timely financial processes & quarterly/monthly financial forecasting and reporting.
- Oversees HR and payroll policies and procedures for each assigned service area centers and sites with Library fiscal managers, as needed.
- Regularly monitors performance of staff members according to established monitoring standards.
