Chief of Field Auditing – NYC Department of Design and Construction (DDC)

The NYC Department of Design and Construction (DDC) seeks a Chief of Field Auditing to lead the construction safety auditing program within the Office of Construction Safety (OCS). Reporting to the Deputy Director, the Chief will oversee the construction safety auditing program, ensuring effective implementation and enforcement of all DDC safety policies and procedures on capital construction projects.
Responsibilities- Supervise and mentor Safety Auditors conducting field audits and compliance reviews.
- Identify and address unsafe site conditions and practices at active construction sites.
- Coordinate with Code Compliance and Accident Investigations Units.
- Represent OCS in pre‑construction and progress meetings.
- Prepare and manage weekly audit schedules, prioritize high‑risk construction projects, and analyze Score Card Plus data to track trends and safety deviations.
- Monitor corrective actions implementation to mitigate safety risks at construction sites.
- Develop audit tools, metrics, and safety policies.
- Promote a proactive safety culture across DDC divisions.
- Represent OCS at construction coordination meetings and ensure safety risks are identified and mitigated in line with DDC and regulatory requirements.
- A four‑year high school diploma (or equivalent) and five years of full‑time satisfactory experience managing and/or inspecting construction projects with a total cost of at least $300,000 each year; or
- One year of the above experience plus a baccalaureate degree in engineering, architecture, landscape architecture, or related fields from an accredited institution; or
- One year of the above experience plus a valid license as a professional engineer, registered architect, or registered landscape architect; or
- A high school diploma (or equivalent) with a combination of at least two years of experience as described in point 1 and the education described in point 2 to equal a total of five years of education and experience. Undergraduate credits may substitute for experience up to a maximum of three years.
Candidates must specify for each construction project: project description, time period, type of work, and allotted budget.
Driver License RequirementAt the time of appointment, you must have a valid motor vehicle driver license in New York State. Moving violations, license suspension, or an accident record may result in disqualification. The license must be maintained during employment.
Assignment Level RequirementsFor Level II:
In addition to the Qualification Requirements, candidates must have one additional year of satisfactory full‑time experience in Assignment Level I, or one additional year of experience as described in point 1.
For Level III:
In addition to the Qualification Requirements, candidates must have two additional years of satisfactory full‑time experience in Assignment Levels I and II, or two additional years of experience as described in question 1 and a valid driver license.
Candidate should possess at least five years of construction‑related experience, knowledge of OSHA 29 CFR, NYC Building Code, NYC Fire Code, MUTCD, and other local, state, and federal safety regulations. Leadership, analytical and computer skills, strong communication and writing skills, and the ability to perform work under time‑sensitive deadlines are required. A valid OSHA Construction Industry 30 Hours certification or higher is a plus.
All candidates must hold a driver’s license valid in New York State and be comfortable driving in all five boroughs of NYC.
