Appraiser II Position Summary
Under the direction of the County Assessor, the Accredited Appraiser II is an experienced appraiser responsible for performing the full range of duties associated with the appraisal process in accordance with MN statutes and acceptable appraisal and assessment standards and practices. Positions assigned to this level can perform appraisals of all types of property as assigned by the Assessor, provide assistance in conducting research or sales ratio studies, recommend improvements to department procedures, train, monitor, assist, and review less experienced appraisal personnel, update the CAMA system, and address public concerns and complaints regarding valuations.
AppraiserIII Position Summary
Under the direction of the County Assessor, the Accredited Assessor SAMA assists with decisions regarding the valuation and classification of property for assessment purposes. The employee is assigned certain assessment jurisdictions, including previously appraised properties and new construction, and is responsible for commercial, industrial, and apartment assessments. Expectations include planning, organizing the workload to meet deadlines, defending valuations at tax meetings, and occasionally participating in tax court appeals.
Essential Duties and Responsibilities- View all property in quintile – up to 800 parcels per year – residential, agricultural, commercial/industrial, multi-family, and exempt properties.
- Study and analyze sales information to determine assessment plans for the following year.
- Review time‑trend data from the Department of Revenue to assess appropriateness and, if necessary, work with the County Assessor and PTCO on appeals.
- View, measure, and grade new construction across all property types.
- Verify homestead status.
- Value and classify property for ad‑valorem tax purposes.
- Attend Local Boards of Review.
- Communicate orally with taxpayers and process all applicable correspondence.
- Perform special appraisals for disputed properties, generally for the Board of Review.
- Process property splits, combinations, and new plats.
- Conduct assessment of mobile homes countywide.
- Complete perimeter maps and township average reports for the Department of Revenue and adjoining counties.
- Maintain good public relations with county staff, taxpayers, and business professionals.
- Possess thorough knowledge of Minnesota property tax laws and assessment programs.
- Maintain appropriate level of education for licensure.
- Utilize the CAMA and GIS systems effectively.
- Work closely with local assessors on new construction and annual township value changes.
- Other duties as assigned or apparent.
- Answer questions and discuss issues with property owners.
- Administer and process property tax applications and programs.
- Hear, evaluate, and address concerns, issues, and/or complaints from taxpayers regarding valuations, review private appraisals presented by the public, assist the public by calculating property tax estimates, and explain appraisal procedures and property tax laws.
Appraiser II:
- Associate degree in real estate, statistical analysis, or business; and 4‑years related experience.
- OR equal or equivalent combination of education, training, and experience.
Appraiser III:
- Associate degree in real estate, statistical analysis, or business; and 6‑years related experience.
- OR equal or equivalent combination of education, training, and experience.
- Continued education: 60 CEH credits, including Ethics and PACE every 4 years.
- Background in computer use, MS Word, Excel, GIS, etc.
- Good interpersonal communication and public relations skills.
- Ability to work under heavy workload and meet statutory deadlines with accuracy and strict attention to detail.
- Physical ability to perform quintile and view sales within district.
- Ability to withstand criticism while maintaining a professional attitude.
- Valid driver’s license, current insurance, and reliable transportation.
- Ongoing training to stay current with changing statutes, technology, and regional workshops.
