Appraiser II Position Summary
Under the direction of the County Assessor, the Accredited Appraiser II is an experienced appraiser responsible for performing the full range of duties and responsibilities associated with the appraisal process and in accordance with MN statutes and acceptable appraisal and assessment standards and practices. Positions assigned to this level can provide assistance in the conduct and research of sales ratio studies;
provide recommendations concerning department operational procedures; provide training, monitoring, assistance and review of less experienced appraisal personnel and staff; and assist in the updating of the CAMA system and in hearing and addressing concerns, complaints of the public regarding valuations.
Under the direction of the County Assessor, the Accredited Assessor SAMA assists with making decisions regarding valuing and classifying property for assessment purposes. The employee is assigned certain assessment jurisdictions including both previously appraised properties and new construction. Commercial/industrial and apartment assessments are also assigned. Expectations include planning and organizing the workload to complete assessments within set deadlines with organizational and advisory assistance from the Assessor.
This individual will be expected to significantly contribute to defending their own valuations at tax meetings and at the counter and assist in other appraiser’s jurisdictions as necessary. Occasionally may participate in tax court appeal situations.
- View all property in quintile – up to 800 parcels per year – residential, agricultural, commercial/industrial and multi-family, agricultural and exempt properties
- Study and analyze sales information to determine with the County Assessor the assessment plans for the following year.
- Review time trend data from the Department of Revenue to determine if appropriate. If not appropriate, work with the County Assessor and the PTCO for the county on an appeal.
- View, measure and grade new construction - residential, agricultural, commercial/industrial and multi-family, agricultural and exempt properties.
- Verify homestead status.
- Value and classify property for ad valorem tax purposes.
- Attend Local Boards of Review.
- Oral communication with taxpayers and process all applicable correspondence.
- Perform special appraisals for disputed properties, generally for Board of Review.
- Process property splits, combinations and new plats.
- Conduct the assessment of mobile homes countywide.
- Complete perimeter maps and township average report for Dept of Revenue and adjoining counties.
- Maintain good public relations with county staff, taxpayers, and business professionals.
- Thorough knowledge of the Minnesota property tax laws and assessment programs.
- Maintain appropriate level of education for licensure.
- Maintain the knowledge and utilization of the CAMA and GIS Systems.
- Work closely with local assessors on new construction and changes in township values annually.
- Other duties as assigned or apparent.
- Answer questions and discuss issues with property owners.
- Administer and process property tax applications and programs.
- Hear, evaluate and address the concerns, issues and/or complaints from taxpayers regarding valuations. Review private appraisals presented by the public. Assist the public by calculating property tax estimates. Explain appraisal procedures and property tax laws.
Appraiser II:
- Associate degree in real estate, statistical analysis or business; and 4‑years related experience.
- Equal or equivalent combination of education/training/experience.
Appraiser III:
- Associate degree in real estate, statistical analysis or business; and 6‑years related experience.
- Equal or equivalent combination of education/training/experience.
Appraiser II & III:
- Continued education requirements: 60 CEH’s to include Ethics and PACE course every 4 years.
- Must have background in computer use, MS Word, Excel, and GIS etc.
- Good interpersonal communications and public relations skills.
