The primary purpose of this position is to provide Equal Employment Opportunity (EEO) and Military Equal Opportunity (MEO) advice regarding processes, rights and responsibilities, complaint processing, and mediation, facilitation, and other conflict resolution services to military members, civilian employees, supervisors, and management.
Specialized ExperienceApplicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, legal requirements, and methodology of the federal EEO and MEO programs program to perform independent assignments involving civilian employees and military members for which there are precedents. Knowledge of common federal personnel administration regulations, principles, policies, operations, and practices for civilian personnel programs including special emphasis employment and the military personnel system.
Knowledge of the organizational structures and functions of federal agencies, both civilian and military. Practical knowledge of a body of law, regulations, and procedures to describe and clarify these for management, supervisors, employees, military members, parties to complaints, and the general public. Knowledge of referral and support resources to provide advice and services.
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
