New Jersey Natural Gas (NJNG), a subsidiary of New Jersey Resources is seeking a Supervisor Contract Administrator to monitor and communicate all aspects of NJNG's pipeline construction contractors as it relates to the Alliance Agreement and/or competitive bidding. Monitor contractor workload to track required complement as it pertains to both alliance contractors. Track unit cost of all construction contractors and communicate variances and trends, provide analysis to improve contractor productivity and quality.

Oversee the invoicing of the mark‑out and traffic control vendors. Supervise analysts to track and improve performance. In addition to management responsibilities, this position also provides support to the Director of Energy Delivery Support.

Major Responsibilities
  • Review completed documentation and proper accounting system rules to ensure billing is properly allocated.
  • Review weekly contractor workload.
  • Review miscellaneous charges (bid item 799) of contractor billing.
  • Review contractor performance data and develop and distribute all reports including customer satisfaction and quality and timeliness of as‑builts.
  • Run monthly unit costs reports and analyze and communicate data.
  • Facilitate bi‑monthly alliance meetings.
  • Review and approve all mark‑out and traffic control invoices.
  • Continually review traffic control needs and make recommendations to lower expenses.
  • Work with engineers to develop any required bid packages.
  • Oversee and review contractor qualification process for competitive bidding.
  • Field check contractor work sites.
  • Involve all departments and contractors to boost productivity, increase efficiency in completing jobs, enhance customer satisfaction, and discover new ways to improve job quality.
Position Requirements
  • Bachelor’s degree in business administration, engineering, construction management or related discipline is preferred.
  • 5+ years of related work experience is required, preferably in utilities or related field.
  • At least 2 years of experience in a supervisory role is preferred.
  • At least 2 years of experience in contract management and/or operations management preferred
  • Facilitation, writing and speaking skills are required.
  • Strong interpersonal skills, as well as computer literacy are preferred.
  • Able to prioritize and handle multiple tasks and projects.
  • Working knowledge and experience in the gas and utility industry.
  • Must be highly motivated, have excellent presence and proficient written and oral communication skills.
  • Knowledge of PC‑based computer applications including but not limited to Word, Excel, and PowerPoint.
  • Critical thinking skills and analytical capabilities, with ability to communicate effectively to a wide range of audiences.
  • Knowledge of field operations and work activities is a plus.

Compensation:
Expected base pay range for this role will be $87,700- $111,800.
Base pay is based on several factors including, experience, skills, and knowledge.

This role will be eligible to participate in an annual short term incentive program.
