We are seeking a talented IT Business Analyst – Toptech Systems to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our logistics locations in Paulsboro, NJ or Delaware City, DE.We

are seeking an experienced professional to oversee and manage Toptech Systems implementations and enhancements. This role will act as a liaison between business stakeholders and IT teams, ensuring successful delivery of projects that align with business goals, operational needs, and technical requirements.
** PRINCIPAL RESPONSIBILITIES**:
* Lead the planning, execution, and delivery of Toptech Systems projects, including site rollouts, upgrades, integrations, and enhancements.
* Collaborate with business stakeholders to gather and document requirements, define project scope, and establish clear objectives.
* Translate business needs into technical requirements and ensure IT teams understand priorities and constraints.
* Act as the central point of communication between business units and IT, ensuring alignment on timelines, deliverables, and expectations.
* Manage project schedules, budgets, risks, and resources, using project management best practices.
* Facilitate testing, training, and change management processes during project deployment.
* Monitor system performance and user feedback post-implementation to drive continuous improvement.
* Work closely with Toptech Systems support, vendors, and internal teams to resolve issues, plan system enhancements and ensure compliance with service level agreements.
* Develop and maintain project documentation including project charters, plans, status reports, post-implementation reviews, user guides, and system configurations.

* Education:

** Bachelor’s degree in information technology, Business Administration, or related field
* ** Required Experience & Skills**  + 3+ years of experience in IT project management or business analysis, preferably in industrial automation, fuel logistics, or terminal management.  + Strong understanding of Toptech Systems (e.g., TMS6, TMS7) is highly preferred.  + Experience in managing cross-functional teams and complex technology projects.  + Excellent communication, collaboration, and stakeholder management skills.  + Ability to work independently and make sound decisions in a fast-paced environment.
* ** Preferred Experience & Skills**  + Knowledge of terminal automation or petroleum distribution environments.  +

Experience with SAP, Linux, SQL and Toptech Multiloads and FCM's.
* ** Expected Travel** – 10%

* mpensation range listed in this posting is in compliance with applicable state law.  Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation.  Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases.
