The Borough of Franklin Lakes, Bergen County, New Jersey is seeking a qualified individual to fill the position of Full-Time Municipal Tax Collector and Payroll Administrator.
Position Summary: Under the direction of the governing body and municipal administration, the Tax Collector/ Payroll Administrator is responsible for the billing, collection, recording, and enforcement of property taxes and other municipal revenues in accordance with N.J.S.A. 54:5-1 et seq. and other applicable statutes, as well as administering payroll for all Borough employees.
Responsibilities include, but are not limited to:
- Collection of property tax levy, sewer utility, liens, special charges, added assessments and property maintenance charges as billed, including billing, reporting, enforcement and collection in accordance with N.J.S.A. 54:4-1, et seq. – Borough has 3,950 ratable line items.
- Central cashier for all Borough deposits from various departments.
- Set up escrow accounts and process all deposits.
- Prepare reports and notices for delinquent taxes.
- Prepare, process and mail Added/Omitted tax bills.
- Prepare and conduct Annual Tax Sale.
- Telephone and counter assistance to taxpayers.
- Respond to OPRA and tax search requests.
- Prepare Annual Tax Collector’s report.
- Prepare quarterly performance management reports.
- Reconcile online tax payments and all ACH and credit card payments received.
- Responsible for all phases of payroll processing for the Borough employees (150 employees on payroll):
- Certifying Officer for PERS, PFRS and DCRP pension systems.
- Process payroll semi-monthly.
- Review and process private duty vouchers.
- Set up new employees in payroll portal.
- Prepare and process payroll-related checks.
- Record processed payroll in Edmunds.
- Process stipend payments.
- Complete unemployment requests for wage and separation information.
- Calculate salary increase and health benefit contributions for all employees.
- Maintain employee payroll file.
- Must possess a valid New Jersey Certified Tax Collector (CTC) certificate.
- Prior experience as a Municipal Tax Collector or Deputy Tax Collector preferred.
- Thorough knowledge of New Jersey property tax laws and procedures.
- Strong organizational, communication, and computer skills.
- Experience with Edmunds municipal tax collection software and Action Data Services payroll software preferred.
Full-time position with salary commensurate with experience and qualifications. Salary range $75,000 to $85,000. Comprehensive benefits package.
