THE WORK
The Program Measurement Coordinator (PMC) provides comprehensive measurement oversight for assigned programs, serving as the subject matter expert and liaison to customers on all measurement related matters. This role ensures that contractual metric requirements are met, measurement plans are executed, and performance data is analyzed to drive continuous improvement and support strategic reporting.
In this role you will:

• Oversee overall measurement execution.

• Provide expert guidance on measurement techniques and serve as the primary point of contact for customer measurement inquiries.

• Direct Deputy PMC tasking and coordinate measurement activities across program teams.

• Plan program measurement activities by creating and maintaining the Program Measurement Plan and Measures List, ensuring compliance with contractual and RMS metric requirements and defining program performance goals.
• Establish measurement collection infrastructure and tools, including high maturity process performance models.

• Implement program measurement activities by coordinating the collection, evaluation, statistical analysis, and reporting of program measures.
• Identify measurement candidates for root cause analysis and conduct routine defect evaluations for RMS defect prediction models and statistical process control charts.

• Analyze measurement trends, determine actionable causes, and recommend corrective actions.

• Prepare and deliver metrics reports to internal and external stakeholders.

• Represent the program as a measurement expert during external audits (e.g., AS9100, CMMI) and in customer measurement forums.

• Enable transition to new measurement methodologies, tools, and automation improvements.

• Support quality evaluations, audits, and continuous performance excellence, sharing lessons learned and best practices.

• Coordinate engineering cost estimate reviews and facilitate AS9100 and CMMI appraisal activities as needed. WHO YOU ARE

Basic Qualifications:

* Bachelor's degree and/or Master's degree in engineering or science from an accredited university with experience in system, software, or hardware engineering lifecycle.
* Strong measurement skills including analysis and reporting. Excellent planning and organizational skills.
* Exceptional interpersonal communication and formal presentation skills, including the ability to interface at all levels and ability to work effectively with internal and external stakeholders.
* Ability to obtain and maintain a Secret security clearance.
* 4 years of experience with engineering product life cycle and related measures.
Desired

Skills:

* 5 years of experience with system/product development lifecycle and development environment.
* Experience with causal analysis, process performance and prediction models
* Experience or knowledge of RMS Command Media applicable to programs with design and development contents.
* Knowledge of and participation in CMMI and AS9100 audits
* Knowledge of RMS measurements, Earned Value Management, Statistical Process Control, and APEX/Lean Six Sigma.
* Knowledge of PMM, View Net, STARSYS, PRTR, DOORS Next, ROADS, LMITS, JIRA, and other tools to collect, analyze and report measures.
Security Clearance Statement:
