Introduction

The City of New Haven is seeking a dynamic and experienced technology leader to serve as Supervisor of Applications. This position plays a critical role in guiding the planning, development, integration, and support of enterprise applications that power essential City services. As a key member of the Information Technology leadership team, the Supervisor ensures that systems are reliable, secure, and aligned with the City’s strategic goals while meeting the evolving needs of departments and the public.

This role offers the opportunity to lead a team of IT professionals, collaborate with City leadership and stakeholders, and oversee technology solutions that support municipal operations, public safety, and emergency services. PRIMARY FUNCTIONS

The Supervisor of Applications is a key member of the Information Technology leadership team, responsible for overseeing the planning, development, deployment, and support of enterprise applications and technology solutions. This role provides strategic and operational leadership to a team of IT professionals, ensuring that applications and systems are designed, integrated, and maintained to meet the evolving needs of City departments, with a particular focus on reliability, performance, and public service.

The incumbent exercises a high degree of independent judgment and decision‑making while aligning application management with organizational goals, regulatory requirements, and best practices. The Supervisor collaborates closely with the Director of Information Technology, other IT divisions, and city stakeholders to ensure effective service delivery, promote innovation, and maintain the stability of critical systems, including those supporting public safety and emergency operations.

TYPICAL

DUTIES AND RESPONSIBILITIES Planning & Solution Delivery

Partners with IT leadership and project management staff to define the scope, schedule, resource requirements, and budget for delivering IT solutions. Ensures projects are delivered on time, within budget, and aligned with the City’s IT strategic plan. Identifies, monitors, and mitigates delivery risks and issues to ensure successful outcomes. Contributes to the overall IT strategic plan. Evaluates emerging technologies and recommends solutions to enhance City operations and services.

Meets with department heads and end users at least monthly.

Application Architecture & Integration

Oversees the design, architecture, and integration of applications to meet organizational needs, performance standards, and security requirements. Ensures that hardware, software, and network infrastructure are appropriately sized and configured to support system performance, scalability, and resilience. Promotes best practices in systems design, including cybersecurity, data integrity, and disaster recovery planning.

Leadership & Team Management

Directs the day‑to‑day activities of a team of IT professionals responsible for the design, development, integration, deployment, maintenance, and support of IT solutions. Provides coaching, mentoring, and professional development to build a high‑performing team. Fosters a culture of accountability, innovation, and continuous improvement. Manages staff performance through clear goal setting, evaluation, and feedback in alignment with City personnel policies and union agreements.

Operations,

Maintenance & Support

Oversees break/fix response, system upgrades, and delivery of application enhancements to ensure continuity of services. Works with IT Operations to respond to issues impacting application availability and performance. Ensures compliance with regulatory, legal, and cybersecurity requirements affecting City applications. Maintains current documentation for all supported applications and services.

Public Safety & Emergency Response
