Overview

The Assistant Environmental Affairs Officer provides comprehensive health and safety services, developing, expanding, evaluating, and implementing programs to control risks and exposures associated with the use, handling, storage, and disposal of hazardous materials, including nuclear and biological materials. The role ensures compliance with federal, state, and local regulations to maintain a safe and healthy workplace and academic environment.

Responsibilities include supporting the shipment of hazardous materials, maintaining accurate records of shipments, and staying updated on regulatory requirements. The specialist also conducts safety audits, offers technical expertise in safety disciplines, and engages in training and compliance initiatives to protect university personnel and facilities.

Reporting to the Manager of Environmental Affairs and working with the Environmental Affairs Officer, this position aids in the regulatory compliance programs for Air, Water Discharge, Remediation, TSCA and EPCRA. Specific duties include but are not limited to:

  • Assists with SPCC plan and regulations through the coordination of monthly oil container inspections.
  • Assists in coordination of annual UST cathodic protection surveys and testing.
  • Database management of UST program and preparation of UST notification forms for submittal to CT DEEP and local Fire Marshal.
  • Monitors daily blow down volumes at Utility plants, reports exceedances of discharge permit requirements.
  • Performs periodic wastewater discharge sampling and recordkeeping per water discharge permits at campus and Utilities locations. Ensures vendor‑conducted sampling reports are received on a timely basis.
  • Prepares Discharge Monitoring Reports per requirements of SPDES permits.
  • Assists in maintaining air emissions equipment inventory and recordkeeping for campus air emissions units permit compliance.
  • Maintains hazardous material inventory for EPCRA reporting purposes. Assists in preparation of annual Tier II hazardous materials reports.
  • Maintains PCB‑containing equipment inventory and assists in preparation of PCB annual document. Samples for presence of PCBs as required.
  • Coordinates SPCC annual refresher training for oil‑handling personnel.
  • Coordinates wastewater discharge awareness training for affected personnel.
  • Works as a member of the Sustainable Task Force for EHS and assists in the development of measurable sustainable projects for the University.
  • Quantifies and implements pollution prevention and waste minimization techniques for departments on campus.
  • Serves as a member of the 24/7/365 EHS Emergency Response Team during regular work hours and after‑hours for responses to hazardous materials incidents.
  • May direct the work of technicians supporting the program.
  • May perform other duties as assigned.

    Skills And Abilities
    • Previous experience in dangerous goods shipping, preferably in a research or laboratory setting.
    • Demonstrated skills and knowledge in technical safety disciplines (e.g., radiation safety, industrial hygiene, biosafety, chemical safety, environmental monitoring, and sampling methods).
    • Knowledge of DOT, IATA, and RCRA regulations, and hazardous waste management.
    • Ability to prioritize and handle multiple tasks simultaneously across diverse work locations.
    • Strong verbal and written communication skills, with the ability to provide effective training.
    Preferred

    Skills And Abilities
    • Ability to work in a team environment, interact effectively with operations personnel and management, as well as regulatory personnel. Capable of working both independently and collaboratively.
    • Superior oral and written communication skills to maintain effective and cooperative relationships with students, faculty, staff, coworkers, public and regulatory agencies.
