Reporting to the Senior Manager, Construction Management Field, the Construction Management Field Specialist will oversee the safe delivery of construction projects within the USRC / East Harbour / USEP project portfolio in compliance with Metrolinx policies, procedures, systems, resources, and deliverables to ensure the safety and protection of employees and contractors and maintain associated corporate values, and acting as embedded members within the corridor Delivery Teams bringing construction and project management related expertise and guidance in a collaborative working group.
What will I be doing?- Undertake site coverage and provide site presence over the project works from the context of safety, quality, environment, engineering/design compliance, functionality, and commissioning, and providing feedback and input to Delivery Teams.
- Undertakes handovers/inspections between Project Delivery Teams and asset operators/maintainers, as applicable.
- Monitor day-to-day construction activities, ensuring that they are in accordance with planned works, which includes review of lookahead and dashboard activities, reviewing and understanding workplans and corridor access, and ensuring construction site activities comply with the planned works, protection means, and applicable permits.
- Track site progress and productions, reporting against project schedules by monitoring on-site activities and summarizing through daily site reports. This includes tracking under-performances and resource utilization (incl. access utilization).
- Provide construction and project management level expertise into Metrolinx business units, which includes input into project and program schedules, policies and procedures, standards and standard development, engineering assurance, health and safety, workplan and design reviews, operating practices, and general best practices, lessons learned and industry standards.
- Manage the identification and resolution of issues related to construction health and safety incidents, escalates high-profile, near miss, and complex matters to the Manager or Senior Manager, and recommends changes to methods, equipment, and materials to improve safety.
- Develops relationships with external consultants, contractors, and stakeholders to secure cooperation in effectively coordinating overlapping work activities to ensure on-site performance and construction procedures meet legislation and regulatory requirements, contractual agreements, and Metrolinx safety requirements.
Skills and Qualifications Do I Need?
- Completion of a degree or diploma in Architecture, Engineering, Construction Trades, Occupational Health and Safety or a related discipline is an asset.
- Demonstrates progressive experience in planning, design, construction, construction supervision, construction safety, and administration of infrastructure or similar large-scale projects. Railway experience is considered an asset.
- Demonstrates progressive experience in project management, understanding contracts and change variations. Experience with different procurement models (P3, AFP, Alliance, DBB) is considered an asset.
- Experience working in an Owner and/or Constructor organization with knowledge of the required roles and responsibilities is considered an asset.
- Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
- Knowledge of the application of legislation and regulatory requirements governing health and safety in the construction industry for the implementation and maintenance of construction safety management plans and policies, procedures and best practices to ensure the safety and protection of employees, construction contractors and associated corporate values.
- A valid Ontario Class G driver’s license is required to travel to various site locations. Must meet and maintain the corporate standard for a good driving record.
