Overview
The Job Developer works directly with job seekers and employers to create employment opportunities across high-demand industries in Middlesex County. This role involves conducting employer outreach, securing job leads, coordinating hiring events, preparing candidates for interviews, facilitating job placement, and maintaining strong relationships with local businesses to enhance employment outcomes for OWCD clients. The position also involves reporting and adhering to state and federal guidelines, as well as monitoring placement outcomes, post-employment follow-up, and retention efforts for all program areas within the Office of Workforce and Career Development.
The Office of Workforce and Career Development (OWCD) leads the design, delivery, and oversight of Middlesex County’s workforce system. As the administrator of WIOA Adult, Dislocated Worker, and Youth programs, as well as Work First New Jersey (TANF, GA, SNAP, and ABAWD), OWCD provides eligibility, assessment, case management, supportive services, training coordination, and employment placement. The office ensures that all services align with state and federal requirements while maintaining a data-driven, compliance-focused operating model that supports residents in accessing skills, credentials, and career pathways in high-demand industries.

Responsibilities:
ResponsibilitiesClient-Focused Job Development
- Work directly with job seekers to assess career goals, skills, and employment readiness.
- Develop employment plans and provide career counseling and coaching, including networking strategies, skill gap identification, resume development, and interview preparation.
- Match clients with suitable job opportunities based on their skills, interests, and career goals.
Employer Collaboration, Relationship Management & Events
- Partner with employers to identify job openings suitable for clients enrolled in workforce development programs.
- Promote OWCD’s job seekers to hire employers and facilitate recruitment efforts.
- Build and maintain internal and external relationships with partners and employers to enhance employment opportunities for clients/job seekers.
- Stay informed about labor market trends to align job placement efforts with in-demand industries.
- Support planning and execution of career, networking, and industry events to enhance client placement opportunities.
Placement & Follow-Up
- Coordinate interviews, hiring events, and job fair advertisements to increase placement opportunities for clients.
- Maintain regular contact with both clients and employers post-placement to monitor retention and address issues.
- Document all interactions and outcomes in case management and reporting systems.
Reporting & Compliance
- Maintain accurate and timely records of client activities, placements, and employment outcomes.
- Support reporting and performance tracking efforts in alignment with Federal, State, and Local workforce requirements.
- Contribute to the continuous improvement of job development services through data analysis and feedback.
General
- Maintain all engagement platforms as directed by supervisor/management.
- The position may require local travel to meet with clients, attend community partner meetings, and support job fairs and client career events. Flexibility for occasional evening hours may be necessary.

Knowledge, Skills, and Abilities
Required:
- Strong communication, coaching, and interpersonal skills.
- Excellent presentation and organizational skills.
- Ability to build trust and motivate diverse job-seeking populations.
- Competency in Microsoft Office and client tracking systems.
Preferred:
- Experience with WIOA or other workforce development programs.
- Bilingual abilities (Spanish preferred but not required).
- Familiarity with wraparound services and community-based support networks.
- Knowledge of various industries, job markets, and career trends.
- Experience with event planning and employer outreach.
