Business Manager III – School of Environmental and Biological Sciences – Rutgers University, New Brunswick, New Jersey.

Overview The School of Environmental and Biological Sciences provides comprehensive research, teaching, and outreach across a spectrum of biological and environmental disciplines. The Business Manager III supports fiscal integrity and financial operations for the School and the New Jersey Agricultural Experiment Station.

Posting Summary The Business Manager III reports directly to the SEBS / NJAES Business Service Center. Key responsibilities include monitoring funding sources, overseeing payroll and accounting reconciliations, managing budgets and grants, preparing federal financial reports, and providing strategic financial support to departmental directors.

Responsibilities

  • Monitor fiscal integrity of all funding sources for the School and the NJAES.
  • Oversee payroll, general ledger, and project sub‐ledger reconciliations.
  • Review variance analyses monthly, quarterly, and year‑end.
  • Ensure timely and compliant financial reporting in accordance with policies and GAAP.
  • Manage budget, procurement, payroll management, grant administration, travel/expense reimbursements, and financial reporting for assigned units.
  • Serve as a critical advisor to unit Directors and faculty, developing an administrative team to support departmental staff.
  • Submit Federal Financial Report (SF‑425) for Federal Capacity programs such as Hatch, Multi‑State, McIntire‑Stennis, Smith‑Lever, Expanded Food & Nutrition, and Renewable Resources Extension.
  • Coordinate with Rutgers University Research Financial Services on “letter of credit” drawdowns aligned with actual expenditures.
  • Manage over $4 million in Turf & Fruit & Vegetable Royalty and Patent programs, ensuring accurate monthly reconciliations and payment processing.
  • Maintain contract term database and liaise with the Office of Research Commercialization.
  • Oversee 1.9 million County Clearing programs, including payroll reconciliation for 19 counties' personnel and billing/invoice tracking.
  • Prepare employee charging instructions, annual budget, forecast, and financial statements for internal and external stakeholders.
  • Diagnose and resolve complex accounting issues in line with GAAP, university regulations, and policies.

Qualifications

  • Bachelor’s degree in accounting, finance, business administration, or related field.
  • Minimum five years of relevant financial/accounting experience, demonstrating knowledge of GAAP.

Required Knowledge, Skills, and Abilities

  • Advanced computer literacy, including Microsoft Excel, Word, and PowerPoint.
  • Excellent customer service attitude and ability to work independently with limited supervision.
  • Strong communication skills and proficiency in customer‑facing and collaborative tasks.

Preferred Qualifications

  • Experience with Oracle Financial Management System, Tableau, Human Capital Management System, and Effort Certification & Reporting system.
  • Academic environment experience.
  • Proficient in handling multiple tasks simultaneously, with effective communication and follow‑through.
