Position: ACQUISITION PROGRAM MANAGEMENT SPECIALIST with Security Clearance
Location: Nellis Air Force Base

Duties
* Plans, organizes, and directs the activities of the organization with responsibility for the development of major aspects of key Air Force programs of national significance and/or essential operating programs.
* Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
* Makes periodic and comprehensive assessment and evaluation of program goals, and objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.
* Represents the program office with higher levels within the organization and contractor organizations. Establishes, develops, and maintains effective working relationships with other coordinating organizations.
* Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor Requirements Conditions of employment
* Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
* May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
* Employee is required to submit an initial and annual SF 450 (Financial Disclosure) in accordance with the Joint Ethics Regulation
* Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in (cont) * (Cont) Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.

* If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at:  
* This position is subject to provisions of the DoD Priority Placement Program
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
* Employee is expected to meet Continuing Acquisition Education requirements
* This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP)
* Disclosure of Political Appointments
* A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives; knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
