Qualification
The incumbent should have a degree in Human Resource Management, Business Administration or a related field. Additional post‑graduate certification in human resource management would be a plus.
ExperienceA minimum of four to seven years of progressive experience in a human resources department is required. Experience in the healthcare or social care sectors will be an advantage.
Proficiency with HRIS platforms—such as Timesoft and Success Factors is preferred.
The candidate should also demonstrate strong experience in compensation and benefits, HR analytics and payroll processes.
Special Aptitude & KnowledgeA strong understanding of human resource theories and practices—covering HR strategies, policies, employee relations, employment legislation, human resource development, and performance and career management.
The individual should be capable of leading and managing executive‑level staff.
Strong analytical abilities, along with effective written and verbal communication skills are required.
Job SummaryThe Assistant Manager / Manager, Human Resources supports the Head of HR in leading and managing the HR function across the organisation. The role oversees HR executives and is responsible for strengthening HR operations, driving excellence in compensation & benefits (C&B), and ensuring timely, accurate HR service delivery.
The position requires strong analytical skills, exceptional Microsoft Excel proficiency, and a strong alignment with the organisation’s mission, values, and service‑oriented non‑profit environment.
Principal AccountabilitiesHR Leadership & Operations
- Assist the Head of HR in overseeing day to day HR operations across the organisation's multiple centres across the island.
- Provide supervision, guidance and support to HR Executives to ensure high‑quality service delivery.
- Support manpower planning, workforce reporting and HR audits.
Training Function
- Develop and implement training needs analysis; regularly review and identify staff training needs through appraisals, total quality management, and training needs analysis.
Compensation & Benefits
- Work with the Head of HR to review compensation & benefits programmes including salary structures and benefits policies rolled out by the organisation.
- Oversee payroll verification, annual increments, bonuses and C & B cycles.
- Ensure compliance with MOM regulations and other statutory requirements.
HR Analytics & Reporting
- Ensure accuracy and integrity of HR records and data across all HR systems.
- Ensure precise and timely data submissions to government agencies.
Other Duties
- Assist the Head of HR in reviewing, developing, and implementing relevant HR policies, SOPs and guidelines.
- Prepare and submit mandatory employment surveys and manpower‑related reports to relevant government agencies, including the timely submission of manpower data to AIC for grant and funding purposes.
- Prepare and monitor the HR budget and ensuring effective resource utilisation.
- Support the rollout of Group wide HR initiatives and change management projects, including digital HR systems and policy updates.
- Assist the Head of HR with HR functions across other (new) service units and oversee HR operations for the organisation.
- To carry out other duties that may be assigned from time to time.
