** JOB SUMMARY
** Under general supervision, monitors and operates the city’s treatment processes and distribution system to ensure compliance with regulations and operational goals.

* ESSENTIAL JOB FUNCTIONS:
*** Responsible for monitoring the treatment and distribution system, make adjustments to ensure compliance with regulations and operational goals including observation, analysis and troubleshooting of equipment and processes, laboratory analyses, enhancing databases, and developing and generating reports.
* Operate and coordinate the operation of treatment and distribution systems utilizing plant computer systems, manual control systems and equipment, and work in a safe manner using all required safety equipment.
* Responsible for understanding technical literature, water treatment practices and department practices and procedures.
* Maintenance of instrument and mechanical systems by inspecting, calibrating, and repairing instrumentation, maintaining databases, maintaining treatment optimization programs, and preparing regulatory reports.

*** Perform administrative duties including training personnel, work order management, planning and optimizing plant processes.
* Perform maintenance of equipment and facilities including the ability to communicate the status of equipment and processes to others.
* Complete purchase requisitions for chemicals and other materials and receive chemical shipments and other supplies.
* Assist in responses to customer requests and conduct special projects and studies for management as requested.
* Use the computerized maintenance management system.

* MINIMUM QUALIFICATIONS:

* Knowledge, Skills and Abilities Required:
*** Knowledge of office and administrative practices and procedures.
* Knowledge of Water Utilities operations, policies, procedures, and ordinances.
* Knowledge of water treatment processes and regulations.
* Knowledge of basic water chemistry and biology, and advanced math.
* Knowledge of safety procedures, equipment, and function tools.
* Knowledge of basic electrical and mechanical principles.
* Skill in using PC Software including current Microsoft Office Suite of applications.
* Skill in using Supervisory Control and Data Acquisition (SCADA)
* Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
* Skill with organization and attention to detail.
* Skill in reading and interpreting engineering drawings.
* Skill in communicating policies and procedures.
* Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
* Ability to work independently under general instructions.
* Ability to perform a variety of physical skills including but not limited to carrying, climbing, dragging, driving, filing, lift or exert forces equivalent to lifting up to 80 pounds, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
* Ability to operate a variety of office equipment including but not limited to PC, telephone, pickup, radio, laboratory equipment, hand tools, plant process equipment, power tools, instrumentation, calculator, scanner, and copier.
* Ability to prioritize deadlines and tasks.
* Ability to learn new systems and procedures quickly.
* Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
* Ability to use the computerized maintenance management system.
* Ability to understand mathematical calculations involving fractions, percentages, and decimals.
* Ability to work within a set schedule.
* Ability to operate a motor vehicle.
* Ability to work in an indoor/outdoor environment.
* Incumbent is subject to fume/odor, dust/mites, chemical, toxic waste, mechanical, electrical, radiation, and explosive hazards.
** Qualifying
Education and Experience:
*** Two years (60 hours) of general college courses including Math, Science, Computer Science, or Engineering.
* One-year operational experience in water treatment or any equivalent combination of education and experience.
* Possession of valid Texas Operator’s Licenses, Class C
* Possession of a Class “C” Surface Water Operator license from TCEQ
