Qualifications

Graduation from an accredited college or university with a bachelor's degree and at least four years of professional experience in counseling, case management, or program evaluation services for children and/or juveniles.

Graduate coursework in social work, criminal justice, psychology, sociology, human services, or child development may substitute for up to one year of required experience. Experience as a DCS Program Specialist or a DCS Case Manager III with the State of Tennessee may also substitute for required experience.

Applicants must be at least 21 years of age, a U.S. citizen, possess a valid driver’s license, have no felony conviction, complete a criminal history disclosure, agree to release criminal records, provide a fingerprint sample, and pass a pre‑employment drug screening test.

Overview

This classification is responsible for program evaluation, coordination, and consultative work of considerable difficulty and for program policy and procedure development work of average difficulty. The employee may serve in a supervisory role responsible for a subordinate staff.

Responsibilities
  • Statewide implementation of quality improvement initiatives and management of relationships with external stakeholders, maintaining monthly reports on program placements and exception approvals.
  • Effective communication with regions and other divisions to assure delivery of accurate information for investigative tasks and strengthening community partnerships through presentations, engagement, and collaboration.
  • Approval of necessary services for children initially entering custody and other assigned program area needs, based on case management staff information.
  • Use of review tools to assess practice and skill set of field staff; monitoring service provision for children and families, identification of service gaps, assessment of outcomes, and promotion of program improvement.
