Overview

This classification functions at the intermediate working level with a moderate sized workload. An employee in this class is responsible for conducting financial investigations of routine or considerable difficulty related to securities or insurance fraud, which includes performing all investigatory duties and collaborating with internal and external personnel relevant to each case. This class differs from Financial Services Investigator 1 in that the latter performs entry-level duties and is learning to conduct investigations, and from Financial Services Investigator 3 in that the latter conducts more complex investigations and may lead less experienced investigators.

Responsibilities
  • Conduct preliminary investigations of alleged insurance or securities fraud to determine if a violation of Tennessee Insurance Law, Tennessee Securities Acts and Rules, and other related regulations or statutes has occurred, including requests for additional documentation and a series of interviews. Compare allegations against information in insurance or computer system data, financial records, and related documents to determine predication for a full-scale investigation.

    Preliminary findings are forwarded for review.
  • Analyze preliminary findings to determine if other resources or subjects are involved. Interview witnesses and respondents to substantiate allegations. Compile a detailed investigation report with interviews, recordings, and supporting documentation.
  • Work with departmental leadership and staff to determine an appropriate outcome concerning investigation conclusions.
  • Collaborate with the agency legal division to schedule hearings, serve subpoenas, and assist with interviews; prepare for hearing testimony with the legal division.
  • Coordinate with external agencies to enforce penalties for violations identified during investigations.
  • Communicate with potential witnesses to schedule participation and provide pertinent case information.
  • Maintain knowledge of software used by the Securities Division (e.g., SBS-NAIC, CRD, and background/identity search systems) and understand relevant laws and rules.
  • Review bi-weekly reports to ensure compliance with deadlines; provide case updates on high-profile investigations monthly to the division’s leadership.
  • Assist in training other Financial Services Investigators.
  • Coordinate and conduct educational outreach events.
  • Provide recommendations to the internal leadership team regarding policies and processes in the work unit.
