Job Overview

Under the supervision and direction of the Federal Programs Administrator for the Community and Rural Development Division, the Grants Coordinator is responsible for supporting the effective and efficient administration of the Division’s awarded grants. Key duties include assisting with contract development, reviewing and approving invoices and payment requests, tracking grantee progress in the CRM system, and monitoring project activities. This role plays an essential part in supporting the broadband grant programs.

In 2024, the Division awarded 506 broadband-related grants across Tennessee, totaling more than $520 million.

This position is a time-limited opportunity supported by grant funding that is currently secured through December 2029.

Key Responsibilities
  • Effectively manage an assigned group of grants, including processing invoices, reviewing documentation for compliance, ensuring the timely submission of reporting, processing close-out paperwork, etc. This includes grants under multiple CRD programs.
  • Provide on-going technical assistance to grantees and administrators to explain the grant processes, rules, and regulations.
  • Conduct periodic on-site monitoring and desk reviews of grantees to ensure program compliance.
  • Monitor grant compliance by ensuring reporting is turned in on time, reviewing Title VI documentation, conducting annual audit reviews and risk assessments, reviewing procurement documentation, etc.
  • Support the Federal Programs Administrator providing technical assistance and training to grantees and grant administrators, executing contracts, and closing out contracts.
  • Take on a participatory role in reviewing grant applications; includes reviewing applications for content completeness, and competitive scoring based on need.
  • Ensure data integrity in the recording of grant information in the department’s Customer Relationship Manager (CRM) system and other databases in the department.
  • Assist with automation and data migration projects between IT systems to help with grants administration, CRD reports, KPIs and dashboards, and the build out of a new grants management system.
  • Work collaboratively with the grants management team to continuously improve, streamline, and progress the programs by participating in opportunities to learn about the Divisions programs, propose improvements to the processes, and participate in the implementation of those improvements.
  • Other duties as assigned.
Minimum Qualifications

Education and Experience:

Graduation from an accredited college or university with a bachelor’s degree AND experience equivalent to three years of full-time professional staff administrative and/or analytic experience.

Substitution of Education for

Experience:

Additional graduate coursework in public administration, city planning, or other acceptable field may be substituted for the required experience, on a year-for-year basis.

OR

  • Three years of grant management experience with the State of Tennessee
  • Must have two or more years managing a State or Federal grant program
  • Strong organizational skills.
  • Aptitude to serve with a focus on excellence in customer service.
  • Strong oral and written communication skills.
  • Mastery of Microsoft Office products (Excel, Word, Outlook, PowerPoint).
  • Proficiency using Customer Relationship Management (CRM) software (Microsoft Dynamics, Salesforce, etc.).
  • Strong critical thinking and analytical skills.
  • Ability to work as part of a team.
  • Strong time management skills.
